The AV upgrade should include but not be limited to: - High-definition PTZ (Pan-Tilt-Zoom) cameras. - AV control system with touch screen controls at multiple locations. - AV matrix switcher. - Multiple AV source inputs. - Capability to stream audio and speaker video over the YouTube Channel. - Video and audio formatted for cable TV broadcast. - Compatibility to allow broadcast on PEG Channel. - Broadcast lighting and shade control. - Digital voting for council members. - Microphone system with NFC-enabled ID cards to identify speakers. - Speaker timer. The City of El Paso de Robles(the "City"), provides full range of services including police protection, fire service, the transmission and distribution of water and wastewater, recreation and cultural events, the construction and maintenance of parks, facilities, and streets, as well as other general government activities. The Council Chamber, located in City Hall at 1000 Spring Street in Paso Robles, California, provides not only a place to hold public Council meetings, but it also serves as the location for Planning Commission meetings, City commissions and advisory bodies, as well as other public workshops and internal meetings. The current system provides audio-only, which are broadcast on the Paso Robles local radio station, as well as streaming presentations (both live and recorded) on the City's YouTube Channel and electronically. The City is seeking proposals from qualified vendors to provide a turnkey solution for expanding the current system to offer speaker video and broadcast on public-access television. The objective is to upgrade to the industry-standard technology for semi-automation solution, while maintaining seamless integration with existing audio equipment and system The attached Request for Proposals (RFP) describes the general project background and scope of services for upgrade at the Paso Robles Council Chamber, located at 1000 Spring Street, Paso Robles, CA 93446. To ensure a response, questions must be received by 5:00 p.m. (PST) on Thursday, March 20, 2025. Interested parties are invited to submit proposals to provide audio/video ("AV") equipment and installation services for the audio system upgrade at the Paso Robles Council Chamber ("Project"). All responses to this Request for Proposals and other material submitted to the City in response to this RFP become the property of the City. Award Contract May 22, 2025 Notice to Proceed June 19, 2025 Anticipated Installation Start Date August 11, 2025 The City desires to upgrade, or fully replace, the existing system with a modern system that provides clear audio and high-definition visual presentations. All the technology should be digital, semi-automated, and interoperable. The installed infrastructure should be able to accommodate future upgrades. Project Goals: Add video display and recording capabilities Improve audio capabilities Improve reliability and efficiency Install and implement designed audio, video, and sound system solution Currently, the side area of the dais contains the rack, power, and some cabling necessary to support digital transmission to the current Broadcast Control Room. There may need to be some modification to accommodate the new equipment which may be sized differently than the existing equipment. The current equipment rack can be used as part of the new design; however, the new design should not be restricted to that location. Another Broadcast Control Room could be considered as a new location for equipment and cabling. Audio equipment will also need to be upgraded or replaced to integrate with new cameras to capture high-quality sound than the existing equipment. The City expects most of the electrical and low voltage data cabling will require replacement to support new equipment and additional cabling may need to be installed where no cables currently exist Late Proposals.
