Furnishing all labor, materials, equipment, and performing all work necessary and incidental to the construction of the project known as Union and Ardmore Road Safety and Training Center Grading, Sewer, Water, and Storm Drains, DPW PROJECT NO. 20-23A, according to drawings and specifications prepared by the City of El Paso de Robles and according to the Contract Documents. The work shall include but is not limited to mass grading of a future City of Paso Robles Safety Training Center, including retention ponds, drainage swales, sewer lines, water lines, storm drains, and grading and paving of Ardmore Road, all as shown on the plans and/or as specified herein. Project is to be completed within Sixty-five (65) WORKING days from the date specified in the Notice to Proceed. The Contractor shall pay to the City of El Paso de Robles the sum of Five Hundred Dollars ($500.00), for each and every calendar day's delay in finishing the work in excess of the calendar day completion time. Bidding procedures are prescribed in the Contract Documents. Each bidder must submit bid security in one of the following forms: cash, cashier's check payable to City, a certified check payable to City, or a bid bond in the form included with the bid documents, executed by an admitted surety insurer, made payable to City in an amount equal to at least 10% of the total amount of the bid or proposal. All bidders shall be licensed under the provisions of the Business and Professions Code to do the type of work contemplated in the project. In accordance with provisions of California Public Contract Code Section 3300, City has determined that the Contractor shall possess a valid Class A (General Engineering) License at the time that the bid is submitted. Failure to possess the specified license shall render the bid non-responsive. The successful bidder will be required to furnish a payment bond in the amount equal to one hundred percent (100%) of the Contract Price, as well as a faithful performance bond, in the amount equal to one hundred percent (100%) of the Contract Price. The bonds shall be on the forms included in the Contract Documents. City reserves the right to reject any or all bids; to make any awards or any rejections in what it alone considers to be in the best interest of City, and waive any informalities or irregularities in the bids. The contract will be awarded, if at all, to the responsible bidder that submits the lowest responsive bid. City will determine the low bid.
