The Town of Wrightsville Beach is requesting Statements of Qualifications (SOQ) from qualified engineering firms for professional design services related to the replacement and reinforcement of multiple street end headwalls throughout the Town. This project seeks to ensure consistent engineering design, long-term maintenance efficiency, and regulatory compliance across multiple locations. The selected firm will be responsible for engineering design, permitting, and construction documentation for eight (8) additional headwalls identified in the Town-Wide Headwall Assessment Report (April 2024). Scope of Services Includes: Engineering design & structural analysis Geotechnical investigations Regulatory permitting (NCDEQ, USACE, CAMA) Long-term maintenance recommendations Cost estimation & bid package preparation Selection Process & Criteria: Firms will be evaluated based on their experience with similar projects, knowledge of local regulations, technical approach, and qualifications of key personnel. This RFQ is issued in accordance with NCGS 143-64.31 for Qualification-Based Selection (QBS) of professional services. The Town reserves the right to reject any and all submissions or waive informalities as deemed in the Town's best interest. The method of Contractor Selection has not been Determined at this time.
