2024 Street Resurfacing with ADA Curb Ramp Construction 2024 Street Resurfacing with ADA Curb Ramp Construction in the City of Chester Questions Due Date: Mar 17th 2025, 10:00 AM EDT F.Y. 2024 Street Resurfacing with ADA Curb Ramp Construction - Scope of work includes milling and resurfacing of roadways and ADA curb ramps. The project is comprised of an approximate total of the following items of work: A. 13,500 SY of Milling B. 13,500 SY of Superpave Mixture Wearing Course Overlay C. 100 Tons of Superpave Mixture Leveling Course D. 250 SY of Superpave Mixture Base Repair E. 1,000 LF of 4" Waterborne Pavement Markings F. 500 LF of 24" Waterborne Pavement Markings G. 45 ADA Compliant Curb Ramp Corners - Design Build H. 20 SY Concrete Roadway Patching I. 50 SY of Concrete Roadway Removal and Replacement J. 100 Linear Foot of Railing Removal and Replacement K. Maintenance and Protection of Traffic L. Mobilization Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance and Payment Bonds in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid. The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions and Davis-Bacon and Related Acts. Davis-Bacon Provisions are applicable for all contracts over $2,000 in HUD funds. The Section 3 Final rule threshold requirements apply for contracts over $200,000 in HUD Funds. Additionally, this project is subject to BABA project requirements which establish guidelines for using American-made materials in federally funded projects. The Contract Documents contain all pertinent regulations. Award of the contract will be to the lowest responsible bidder. The Owner reserves the right to reject any or all bids or to accept any portion of any bid, and to award Contracts as is deemed best for the Owner. Site Locations A. The project sites are located in Chester City, Delaware County, Pennsylvania. 1. Brown Street from Johson to Terrill Street 2. Johnson Street from Morton Avenue to Remington Street 3. White Street from Johnson to Terrill Street 4. Vauclain Street from Morton Avenue to Curry Street 5. Melrose Avenue from Morton Avenue to Vehicular Bridge 6. Melrose Avenue from E. 19 th Street to Vehicular Bridge 1.02 Project Description A. Chester City is performing roadway rehabilitation work along several of its roads and within the City. B. The roadway rehabilitation work consists of, but is not limited to, the following work: Mill and overlay of street, ADA compliant curb ramp construction, and striping of repaved streets with existing striping. The scope of work is more fully described in the Project Specifications herein and on the Project Plans. C. The project is being bid as two (2) separate bids known as Base Bid 1 and Base Bid 2. Base Bid 1 includes all necessary construction work for the Resurfacing of Various Streets within Chester City as detailed herein and within the specifications. Base Bid 2 includes all necessary work for the construction of ADA Compliant Curb Ramps within Cheser City as detailed herein and within the specifications. Contractors can elect to bid Base Bid 1, Base Bid 2 or Both. Contractors will be required, within each bid to provide all scope detailed in General Conditions and Maintenance and Protection of Traffic separately. D. All paving on Melrose Avenue shall be completed after May 16, 2025.
