Oakmont Wastewater Treatment Plant Upgrades Questions Due Date: Apr 11th 2025, 5:00 PM EDT Online Portal A certified check payable to the Borough of Oakmont or a bid bond on the bid form executed by the Bidder and a surety company approved by the Owner, in an amount equal to ten percent (10%) of the bid, shall be submitted with each bid, to guarantee the Bidder's entrance into a contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. No bid may be withdrawn for sixty (60) calendar days after the scheduled closing time for receipt of bids. All bidders shall comply with the Federal requirements for Title VI of the Civil Rights Act of 1964 (P.L. 88-352); and with the State requirements for The Pennsylvania Steel Products Procurement Act (No. 1978-3) and the Pennsylvania Human Relations Act, as amended. All Contractors submitting bids may be required to submit a listing of past experience of similar work verifying themselves as qualified for this type of project. The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding. The Oakmont Wastewater Treatment Plant Upgrades project consists of the following components: 1. Plant Electrical Upgrades a. Upgraded electrical service feed and transformer (transformer supplied by DLC; pad, conduit, wiring and installation to be supplied by contractor) b. New emergency generator and ATS c. Demolition of five (5) existing motor control centers d. Old chlorine room converted to new electrical room in Operations Building e. Five (5) new motor control centers 2. SCADA Upgrades a. Demolition and replacement of RTU-A, RTU-B, & Influent Pump Control Panel b. New RTU-C c. New server and upgraded SCADA programing 3. Bar Screen Upgrades a. Installation of second bar screen and new control panel 4. Aeration System Upgrades a. New fine bubble diffuser grids for tanks 1, 2, & 3 b. Demolition of existing blower system and process air piping c. New blower building, three (3) hybrid blowers and process air lines 5. Clarification System Upgrades a. Demo of two (2) existing 30' final clarifiers b. New 60' final clarifier and additional section of tunnel c. Four (4) new sludge pumps d. One (1) new scum pump e. One (1) new drain pump and associated manhole 6. Disinfection System Upgrades a. Retrofit of chlorine contact tanks with UV disinfection system b. Demolition and replacement of hypochlorite dosing pump skid c. New dual lobe strainer between UV tank and non-potable water pumps 7. Slide Gate Replacement a.
