Site work and paving for a mixed-use development in New Braunfels, Texas. Completed plans call for site work for a 8,192-square-foot residential development; for paving for a residential development; and water / sewer project.
New Braunfels Utilities ("NBU") is soliciting Request for Proposal ("RFP") for construction services of the Back Up Operations Center. New Braunfels Utilities ("NBU") invites the submittal of responses to this Request for Proposals ("RFP") from qualified firms interested in providing construction services in connection with the construction ofNBU's 8,192 square foot ("SF") Back Up Operations Center and associated sitework, paving and utilities (the "Project"). NBU has established a target commencement date for construction activities of the Project as June 27, 2025. The projected completion date is estimated to be 365 calendar days from the Notice to Proceed date. NBU reserves the right to phase the construction of the Project or modify the schedule as needed and determined by the NBU Board or staff due to modifications in scope. 5. Project Budget The estimated maximum construction budget is approximately $9,000,000. This amount includes all incidental and contingent expenses associated with the construction of the Project. NBU shall accept requests for additional information or clarification concerning this RFP on or before 4:00 PM CT, March 21, 2025. NBU shall not answer any questions submitted after 4:00 PM CT, March 21, 2025. NBU shall have a reasonable amount of time to respond to questions or concerns regarding the RFP. NBU intends to respond to all questions; however, NBU reserves the right to decline to respond to a question or concern. Questions regarding this RFP or the services requested must be sent to the Purchasing Manager at purchasing@nbutexas.com. Each proposal must be accompanied by an approved Bid Bond in the amount of five percent (5%) of the proposal cost, payable to NBU without recourse, as a guarantee respondent will enter into a contract at the stated price. The successful respondent must execute 100% performance and payment bonds on the forms provided, within ten (10) days after the contract has been awarded. The Bid Bond accompanying the proposal of the apparent successful respondent will be retained until the contract is awarded and successful respondent executes the contract and furnishes the required bonds and insurance, after which the Bid Bond will be returned to the respondent. All other Bid Bonds will be returned after proposal evaluations, ranking, and award. In accordance with Section 2269.154 of the Texas Government Code, NBU shall evaluate and rank each proposal submitted in connection with this RFP no later than the forty-five (45) days after the Opening Deadline. Based on its sole discretion, NBU reserves the right to determine the propriety of any proposal and may disqualify any respondent based on an incomplete, inaccurate, or noncompliant response. The Board of Trustees of NBU reserves the right to reject any or all of the proposals, to waive formalities, and to make an award to an Offeror in the order of ranking as outlined in this RFP and that the Board of Trustees determines will be the best value to NBU. Respondents will be notified in writing of any determinations made by NBU or its Board of Trustees pursuant to this Section. The Project has been designed by Robert E. Lamb, Inc. The Project is anticipated to include some or all of the following items within its scope: (i) earthwork; (ii) water/wastewater/electric utilities; (iii) generator; (iv) concrete paving; (v) precast concrete panel fence and metal gates; (vi) foundation excavation and structural backfill; (vii) concrete slab; (viii) steel frame building with Concrete Masonry Unit ("CMU") facade and Ethylene Propylene Diene Terpolymer ("EPDM") roofing system; (ix) interior architectural finish-out; (x) Heating Ventilation and Air Conditioning ("HVAC") systems pre-action water and clean-agent fire protection systems; (xi) plumbing system; (xii) electrical system; (xiii) Audio Visual ("AV") and computer technology systems; and all other appurtenances necessary to complete the Project. The Project will be located at 415 Gruene Road, New Braunfels, Texas.
