The purpose of this RFP is to obtain a contractor to provide pool management services to manage all aspects of pool management services including recruiting, screening, interviewing, onboarding, training, and supervising, certified lifeguards for City of Norfolk (City) pools. Historically, the City has directly hired, trained, and certified lifeguards. However, to mitigate lifeguard shortages, the City is seeking a Contractor who is able to staff City pools with all necessary personnel for the summer swim seasons.
