The City of Chesapeake is soliciting bids from fully qualified bidders to establish an Indefinite Delivery/Indefinite Quantity contract to furnish all materials, labor, equipment and supplies for Electrical Maintenance Support Services during high workload or emergency periods for the City's Facility Maintenance Division. SCOPE OF WORK: The Contractor shall: Perform such jobs as restoring electrical service, adding and installing new circuits, switches, panels, breakers and conduits, repairing and replacing existing electrical circuits, switches, breakers, conduits, panels and subpanels, adding dedicated lines and grounds, replacing motors, repairing and replacing site and building lighting, other electrical services as required and respond to emergency electrical problems as required. The electrical maintenance services may include excavation, demolition or alteration work, and electrical design (design that does not require a Professional Engineer's stamp). Such work shall apply to the various electrical systems serving approximately 120 buildings throughout the City. Present, if so requested, a statement of qualifications giving evidence of his experience, past performance, and financial ability to carry out the terms of the project. Meet all registration, code and licensing requirements for doing work in the City of Chesapeake. Any work permit necessary shall be obtained from the City's Development and Permits Department at no cost to the contractor prior to commencement of work. Projects must be inspected and accepted by the City's Development and Permits Department prior to Facilities Management Divisions final inspection. Maintain an adequate workforce capable of performing multiple assignments simultaneously and at different locations, though the exact nature of the work, the amount of work, or the times when work will be required cannot be known in advance, and shall submit with their bid confirmation that Contractor has, on staff, personnel experienced in the maintenance and repair of a wide variety of commercial electrical equipment. Tools: The contractor shall have and maintain suitable modern equipment and tools necessary for the satisfactory execution of work as specified herein. Be a Virginia Licensed Class A or B Contractor with ELE classification and include copy of such License with bid submittal. Perform work in such a manner as not to interrupt or interfere with the City's daily operations or other ongoing projects and shall not block any entryways/exits with equipment or vehicles. Maintain service records, drawings etc. for each job performed and make them available to the City upon request. Be able to meet with the City representative within 48 hours of request for meeting and ensure their project lead person attends the meeting. Make specific recommendations for any repairs or modifications that are required as well as any recommendations that will enhance the operation or efficiency of the electrical distribution systems and electrical fixtures. Provide necessary equipment such as trenchers, backhoes, borers etc. with operators when required. Leasing or rental of specialized/unique/unusual equipment necessary to perform the work as specified in the contract, which are not considered general tools of the trade and require additional cost, shall be pre-approved in writing by the City's contract administrator. Invoices and estimates which include rental or leasing of specialized equipment shall reflect rates on an hourly, weekly or monthly basis as required to complete the work. Rental or leasing of equipment shall be invoiced at the contractor's cost. Dispose of all waste in accordance with the Department of Environmental Quality (DEQ) regulations. The contractor shall be responsible for submitting the waste manifest from the landfill with the invoice for payment. Period of Contract: One (1) year years from the effective date with Four (4) one (1) year renewal options, upon mutual written agreement of parties. It shall be the responsibility of the prospective bidder to monitor online or online addenda and to have all addenda signed by an authorized representative of the company. All fully executed addenda must be returned to the City along with the signed bid. The City will NOT accept faxed addenda. The City reserves the right to make multiple awards to a primary and secondary vendor, as a result of this solicitation. The award(s) will be made to the lowest responsive and responsible bidder(s), based on Grand Total Bid of Section, Pricing Schedule, and meeting the requirements of the solicitation.
