This is a Sources Sought Announcement; a Market Survey for Information Only, to Be Used for Preliminary Planning Purposes. This is Not a Request for Proposals and No Contract Will Be Awarded From This Announcement. No Reimbursement Will Be Made for Any Costs Associated With Providing Information In Response to This Synopsis or Any Follow-up Information Requests. Respondents Will Not Be Individually Notified of the Results but Should Review Website for a Resulting Solicitation. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, pursuant to NAICS 541330, Standard Size $25.5 Million, to include the Small Business Community: Small Business, 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, 8(a), HUBZone, SDVOSB, and WOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources capable of performing the following: SUMMARY OF REQUIREMENTS - The purpose of this acquisition is to provide multiple Architect-Engineer (AE) Indefinite Delivery Contracts (IDC) in support of the US Army Corps of Engineers (USACE) Little Rock District (SWL) and Southwestern Division (SWD) in fiscal years (FY) 2027 through 2032. The Government requires the services of qualified Architect- Engineer (A-E) firms who can perform Planning, Pre-design, and design services for the Design-Bid-Build (DBB) process. AE Services will be in support of military and civilian projects within the Southwestern Division (SWD). The contract focus is on vertical design services for construction, Request for Proposal (RFP) solicitation documents for the Design bid Build (DBB) process. Additional AE services may be acquired with this contract. Examples of the additional AE services are: horizontal design, Request for Proposal (RFP) Development for Design Build (DB) contracts, Design Build (DB) Technical Support Services, Commissioning (Cx) Support, Design-Bid-Build (DBB) Construction Phase services, technical support during solicitation and construction, on so on. It is intended that the request for supplemental information (RSI) task order release notice (TORN) process, "RSI TORN process", be used in AE selection for these task orders (TO). Specific requirements may include, but are not limited to Site and Geotechnical investigation, HVAC, Plumbing, Electrical, Elevators, Building Envelope, Fire Protection, Interior Renovation, Information/Cyber Security, Outfitting, Terrorism/Force Protection, Communication, Low Voltage Systems, Commissioning, and exterior site and systems work such as utilities infrastructure, roadways, sidewalks, parking lots, landscaping, and irrigation. The Scope of Work for each of the Task Orders awarded under the IDC will identify outcomes to be satisfied for the specific requirement. The IDC may be used throughout the 48 contiguous United States, and Washington DC (CONUS), and Alaska, Hawaii, and US Territories (OCONUS). The Method of Contractor Selection has not been determined at this Time.
