Summary The Ontario International Airport Authority (OIAA or Authority) invites Project Management and Construction Management firms/teams (PMCM) to prepare and submit a response to this Request for Proposals (RFP) for Project Management and Construction Management Services (PMCM) at Ontario International Airport (ONT). The Authority intends to execute one (1) professional services contract, with the PMCM that best demonstrates their qualifications, approach and strategy as determined by a selection panel of OIAA representatives. After selecting the PMCM firm / team, OIAA will initiate Negotiations with the selected Respondent. If OIAA is unable to negotiate a contract with the selected Respondent, OIAA will, formally and in writing, end negotiations with that Respondent and proceed to the next Respondent in the order of the selection ranking until a contract is reached or all proposals are rejected. Firms/Teams must carefully examine the terms of the RFP, attachments, required forms, and any addenda, and evaluate all the circumstances and conditions affecting the RFP response at its own expense. OIAA is not liable for any cost associated with the development, preparation, transmittal, or presentation of any proposal or material submitted. This RFP does not commit the OIAA to award a contract. This RFP and the process it describes are proprietary to the OIAA and are for the sole and exclusive benefit of the OIAA. No other party, including any Respondent, is intended to be granted any rights hereunder. Any response, including written documents and verbal communication, by any Respondent to this RFP, shall become the property of the OIAA and may be subject to public disclosure by the OIAA, or any authorized agent of the OIAA. The OIAA is not liable for any costs incurred by respondents in preparing and submitting a Proposal in response to this RFP or for any costs and expenses incurred in meeting with, or making presentations to the OIAA, if so requested. PMCM firms /teams may join by dialing MS Teams meeting information. The OIAA will present information pertaining to this RFP at the pre-submittal meeting, including the CIP program delivery, staff augmentation requirements, insurance requirements, DBE and SBE requirements, and will answer questions about the RFP selection process. roject Scope of Work, Deliverables and Anticipated Functions PMCM Services needs are extensive so the PMCM should anticipate mobilizing rapidly and appropriately to serve the OIAA's needs on the currently in progress and future CIP and TIP assignments. The PMCM will be responsible for providing services to define how the programs and projects will be delivered and then staff to be brought online as needed for the project load as determined in the CIP and TIP schedule. Resource schedule should be coordinated and approved by the OIAA and/or when project assignments come online. This should be done in a coordinated and adaptable manner maximizing utilization of augmented staff to obtain benefits not available from managing the CIP and TIP separately. The staffing and project plan is intended to minimize impacts to airport operations and provide exceptional customer experience. The PMCM will represent OIAA's interests in their role on various programs and projects. While it is not OIAA's intent to have PMCM provide legal services to OIAA, PMCM shall, in all cases, represent, protect and defend OIAA's interests in their interaction with construction contractors, design consultants, airport tenants, authorities having jurisdiction (AHJ) and OIAA staff. The PMCM shall demonstrate the ability to perform, prepare, conduct, complete and provide the following functions, at a minimum: Prepare a gap analysis and recommendations of existing OIAA project-related activities and procedures for consideration by the airport Assist the airport in developing best practices in the areas of project management and construction management Provide OIAA staff augmentation for Key staff - Reporting to the OIAA at the OIAA Administration Office Make recommendations to the airport on project delivery methods and support procurement for non-traditional methods Prepare Reports and dashboards to indicate overall progress and status of the programs and projects assigned Coordinate construction project interface among the OIAA, Airport Tenants, Authorities Having Jurisdiction (AHJ), regulatory agencies and other airport stakeholders Prepare and track Risk and Opportunity Matrices for the overall program and individual projects Prepare and conduct Constructability reviews Prepare and conduct airport operational impact analysis Coordinate design reviews at various stages of planning and design, depending on the project Review design changes and associated efforts as needed Oversee Environmental compliance Conduct Quality Assurance (QA) including field inspection, field measurements, and verifications Conduct and oversee Labor compliance Conduct and oversee Disadvantage Business Enterprise (DBE)/Small Business Enterprise (SBE) compliance Prepare and respond to Requests for Information (RFIs), clarification requests, submittals, samples, and shop drawings Coordinate with the design engineer to resolve design and construction issues Field engineering and prepare field directives/change directives Participate in Dispute resolution Conduct Risk and claims avoidance analysis Attend, coordinate and participate in Weekly, variable frequency and non-scheduled design and construction meetings and prepare and distribute meeting minutes Attend, coordinate and participate in Project coordination meetings with OIAA, contractor, AHJs and stakeholders and prepare and distribute meeting minutes to attendees Attend, coordinate and participate in Presentations to all stakeholders, OIAA staff and senior management, regulatory agencies and others as necessary and determined by OIAA Site logistics coordination and interface ensuring all parties have what they need Provide Commissioning and activation services related to the project as needed during and after project completion Assist in airport planning analysis Coordinate with other OIAA consultants as directed by OIAA Coordinate with City of Ontario, San Bernardino County, State, and Federal agencies with jurisdiction including public and private companies, agencies, and utility providers Prepare Impact analysis, and provide oversight and coordination of utility shutdowns Ensure Safety compliance monitoring and contractor safety oversight Conduct Daily and on-going construction inspection, quality assurance, shop inspection, including all specialty inspections including daily inspection report preparation. Provide Material testing and testing reports as directed by OIAA Provide Storm Water Pollution Prevention Plan (SWPPP) compliance Survey services as requested by OIAA including "all" electronic files (PDF & AutoCAD formats) for reports and plans, respectively. Provide Project closeout administration including coordination and assistance with the punch list, final inspection, testing and commissioning, activation, permit card sign-off, temporary certificate of occupancy, certificate of occupancy and record drawings including "all" electronic drawing files.! (PDF and AutoCAD formats) Other necessary duties as needed or required by OIAA This is a three- year contract, with two, one-year extensions, to be exercised at the sole discretion of OIAA's Chief Executive Officer (CEO) or his/her designee. Please note that the terms and conditions indicated on the Contract are not negotiable. The successful respondent must be prepared to sign a contract with the same terms and conditions as the attached draft contract upon selection to provide project management and construction management services. The main body fonts must be a minimum of 12 points, figure captions and callouts may use smaller fonts. A one-page cover must state the "2024-REQ-057 - Project Management and Construction Management" and include the prime firm name, contact person name, direct telephone or mobile phone number, and email address Page count should not exceed thirty (30) pages. (Excluding the Administrative Requirement documents) (Failure to include this information on the cover may result in disqualification). Awarding & Negotiations OIAA intends to award the highest-ranking firm/team based on the evaluation of proposals and, if necessary, interviews. OIAA reserves the right to make final decisions regarding the selected firm based on the quantity and quality of the proposals received. This right extends to modifying the selection process to eliminate interviews. OIAA reserves the right to negotiate with the highest-ranking Proposer based on the evaluation of proposals. Should negotiations with the highest rated Proposer break down, the OIAA reserves the right to proceed to the next Proposer in the order of the selection ranking until a contract is reached, or all proposals are rejected, which can be done by the OIAA at any time. Liquidated Damages are the specified dollar amount the Proposer/Contractor shall pay to the OIAA due to the Proposer/Contractor's failure to complete the Work within the Work Completion Time or Contract Milestones. If Acceptance of the Work has not occurred on or before any of the Milestone Completion Dates, OIAA will assess Liquidated Damages, as it is and will be impractical and extremely difficult to ascertain the actual damages that OIAA will sustain in the event of and because of such delay. If time limitations for any element/phase of work are not met, Liquidated Damages may be assessed at $500 per calendar day.
