Construct Airport Drainage/Erosion Control/Nampa Airport Infiltration Ponds A: Construct Airport Drainage/Erosion Control/Nampa Airport Infiltration Ponds This project will intercept and redirect the existing storm water piping system of the airport to the southwest corner of the airport property, treat and dispose of the storm water via an infiltration pond. The pond is a two-bay system with the first bay of the pond being 700 feet by 65 feet at the bottom and the second bay being 502 feet by 56 feet. Bay one will have two feet of potential storm water storage and bay two will have three feet of potential storm water storage. Both bays will have one foot of freeboard as a factor of safety. Another pond to the southeast will be constructed with excavated materials from the larger pond to fill a low area of the airport property. Nampa Airport Infiltration Pond consists of constructing infiltration ponds to the south of Runway 11- 29 and storm drainage improvements. Work includes clearing and grubbing, excavation and embankment and installation of storm drainage pipe and structures. Approximate quantities include 20,330 CY of unclassified excavation and 1,820 LF of storm drain pipe. Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashiers check or cash in the amount of FIVE PERCENT (5%) of the amount of the bid proposal. Said bid security shall be forfeited to the City of Nampa as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instructions to Bidders. City of Nampa reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. This Public Works Project is financed in part by Federal Aid Funds. No contractor, subcontractor, or specialty contractor shall be required to have a current license as a Contractor in the State of Idaho in order to submit a bid or proposal on this project; prior to award and execution of the Contract, the successful bidder shall secure an Idaho Public Works Contractor's License. Open ditch irrigation will be rerouted by pipe within the airport property. The Project has a completion date outlined in the instruction to bidders. It is the policy of the City of Nampa, Idaho (Nampa Municipal Airport) to practice nondiscrimination based on race, color, sex or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership. All prospective bidders are directed to the Instructions for Bidders for discussion of Bid policies, procedures, and requirements. The Owner reserves the right to reject any and all Bids, to waive any and all informalities and to negotiate contract terms with the successful Bidder, and the right to disregard all non-conforming, non-responsive or conditional Bids. Phase 1. Phase 1 consists of construction irrigation ponds, constructing a singular temporary irrigation crossing, removal of existing storm drainage pipe, structures and sealing off existing storm system, and installation of storm drainage pipe and structures. All work will be done outside the limits of the Runway 11-29 Runways Safety Area (RSA). Contractor access, staging areas and haul routes for Phase 1 are shown on the Construction Safety and Phasing Plan Sheets of the Project Drawings. Phase 1 construction activities shall not begin until the Contractor completes the following: o Participates in the Preconstruction Conference. o Confirms his intent to begin construction 48 hours in advance. Phase 1 work items include, but are not limited to the following: o Contractor Mobilization and Staging. o Construction Survey. o Erosion and sediment control plan implementation. o Dust control. o Establishment of haul routes and staging areas. o Fence demolition. o Clearing and grubbing. o Removal and installation of new storm drainage pipe and structures. o Construction of irrigation ponds. o Topsoiling. o Seeding. o Cleanup Phase 2. Phase 2 consists of installation of storm drainage pipe and structures within the limits of the Runway 11-29 Runway Safety Area (RSA). Contractor access, staging areas and haul routes for Phase 2 are shown on the Construction Safety and Phasing Plan Sheets of the Project Drawings. Phase 2 construction activities shall not begin until the Contractor completes the following: o Participates in the Preconstruction Conference. o Confirms his intent to begin construction 48 hours in advance. Phase 2 work items include, but are not limited to the following: o Place AOA closure barricades. o Place closure 'X's on Runway 11-29. o Shut down NAVAIDS. o Construction Survey. o Erosion and sediment control plan implementation. o Dust control. o Installation of new storm drainage pipe and structures. o Topsoiling. o Seeding. o Cleanup. o Startup NAVAIDS.
