The Contractor shall remove and manage soils and groundwater impacted by chemicals of concern (COC) in accordance with TCEQ and EPA regulations. Potential COCs include volatile organic compounds, semi-volatile organic compounds, metals, chlorinated solvents, and per- and polyfluoroalkyl substances (PFAS). The Contractor will support the airport as needed in responding to requests for the removal and disposal of these materials throughout the duration of construction projects. Some requests may necessitate an immediate response; therefore, the Contractor shall have personnel and construction assets available within a 24-hour response time. Due to previous operations as a United States Air Force Base and ongoing operations as a commercial airport, there are known and suspected areas with media or materials (e.g. soils, pavement, storage tanks, groundwater, accumulated rainwater) impacted by COCs. Airport activities including construction, operations, or remedial activities, may require removal and management of impacted media or materials in accordance with TCEQ and EPA regulations (e.g., Texas Risk Reduction Program [TRRP], Resource Conservation and Recovery Act [RCRA]). Remediation activities that may be required under this Contract include, but are not limited to, the following: o Soil excavation and management o Waste and/or soil storage, transport and disposal o Pumping and containerization of water or other liquids o Providing, operating, and demobilizing temporary groundwater treatment systems o Decontamination of concrete or other surfaces o Decontamination of equipment and materials o Backfilling and site restoration o Sampling and analysis Question Date and Time Monday, February 24, 2025 prior to 5:00pm The Contractor shall provide a Performance Bond on a per project assignment basis in an amount equal to 100% of the project assignment within 14 calendar days. The Performance Bond serves as security for the faithful performance of all the Contractor's obligations under the Contract. This Contract shall remain in effect for an initial term of 24-months, or the City terminates the Contract. This Contract may be extended beyond the initial term for up to three (3) additional 12- month periods at the City's sole option.
