Site work and paving for a road / highway in Napa, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The project generally consists of implementing a Restoration and Monitoring Plan to mitigate for temporary and permanent impacts to the bank of Dry Creek at Dry Creek Road mile post marker (MPM) 9.75 due to slide repair construction. Maintenance and monitoring are required for three years to meet project performance criteria. Refer to the Special Provisions for more details. The Contractor shall possess a Class C-27, Landscaping Contractor, license at the time of bid opening, The Contactor and any Sub-Contractor shall be registered with the State of California Department of Industrial Relations (Public Works Contractor (PWC) Registration) at the time of bid opening. Engineer Estimate: $200,000. A bid guarantee in the amount of 10% of the total bid shall accompany the bid. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient surety. The deadline to request placement on the mandatory bidders list or ask any questions is MARCH 20, 2025, at 5:00 P.M. The Board of Supervisors reserves the right to reject any or all bids. QA No need to use CalTrans for traffic control. However the contractor must provide and implement a temporary traffic control plan in conformance with the California Manual on Uniform Traffic Control Devices (CA MUTCD) standards and any special provisions listed in the bid documents. The County will provide adjoining property owner contact information to the winning bidder. The provision mentioned applies only to the accumulation of waste materials and rubbish generated by the contractor. The CDFW permit for the project requires pick up of debris and waste daily. Special Provisions C - Technical Specifications Section 16, Part 1.05, A (page 53) will be revised in Addendum 1. The County right of way (ROW) at the project location is 60 feet (30 feet left and 30 feet right of the roadway centerline). The County ROW at the pull out mentioned is 60 feet (30 feet left and right of the roadway centerline). The County has not been in contact with that property owner nor obtained a right of entry for property use beyond the designated ROW. Contractor parking beyond the ROW at that location would need property owner approval. Erosion within the restoration areas that occurs due to the improper installation or inadequate application of erosion control measures by the contractor would be the responsibility and financial liability of the contractor. Control of erosion resulting from offsite influences or erosion outside of the restoration areas would be change order options for the contractor and/or County to pursue. The contractor will be financially responsible for replacement plantings. Securing sufficient water for the project is the responsibility of the contractor. At present the nearest County source of water is the County Corporate Yard in Yountville (7292 Silverado Trail). The County does own a parcel 0.3 miles uphill from the project site that contains a shallow well. That well, although currently unavailable, may be a source for water in the future. Other nearby sources of water include recycled water from Napa Sanitation District near the Vintners Golf Club in Yountville and water from the City of Napa. Water from County owned water facilities would be provided at no cost. Other sources would be at cost to the contractor. Biological monitoring was required for the construction of the retaining walls related to the road stabilization phase of the project, due to the use of heavy equipment and related noise levels. It is expected that the restoration phase and related monitoring and maintenance will be primarily conducted with hand tools and less disruptive to nearby wildlife. No biological monitor will be required when or before the contractor is on site for the restoration work. The monitoring, maintenance and reporting will run for 3 years following complete installation of the restoration plan (substantial completion). As an example, if the initial restoration work is completed in October 2025, monitoring, maintenance and the final reporting would conclude in October 2028, subject to the engineers approval and the performance criteria listed in the restoration plan. Substantial Completion of the project is expected before October 15, 2025. Substantial Completion includes completion of all bid items up to and excluding Monitoring, Maintenance and Reporting. The optimal planting window would likely be Fall 2025, unless the success of the plant species called for would benefit from an earlier planting schedule. The Contractor shall begin work on initial submittal items within ten (10) working days after Notice to Proceed and shall diligently prosecute the same to substantial completion before October 15, 2025. Special Provisions C - Technical Specifications Section 1, Part 1.03, A (page 3) and Special Provisions A - General Conditions, 7. Time of Completion (page 3) will be revised in Addendum 1. The County is interested in obtaining a comparable bid for item 9 Monitoring, Maintenance and Reporting. Bid Schedule Item 9 will be revised. The unit will remain LS (lump sum) and the quantity will be changed from 3 to 1. The project Bid Schedule will be revised for Contract Item 9 in Addendum 1. The standpipe mentioned is not a County water supply. The standpipe belongs to the property owner and is for fire protection. Contractor use of the standpipe as a water source is not known and would need property owner. No. Section 3.3.3 Planting of the Restoration Plan (Exhibit A) notes the seeding, cuttings and container plants to be used, including the species, spacing, sizes and quantities. The last page of the Restoration Plan illustrates the plant layout. No. An estimated maintenance schedule is provided in the Restoration Plan (Exhibit A) on page 7. Weed control should be conducted as necessary to meet the stated performance criteria. The contractor is responsible for providing all the materials needed to complete the project, including the plants and replacement plants as needed.
