Site work and paving for a mixed-use development in South Bend, Indiana. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; transportation facility; and transportation facility.
Terminal Frontage Improvements In accordance with IC 5-23-5, Selection of Contractor by Request for Proposals the St. Joseph County Airport Authority invites all qualified parties to submit Proposals including a Statement of Qualifications to collaborate during the design development, construction drawing preparation, and construction to deliver the Terminal Frontage Improvement Project. The Terminal Frontage Improvement Project will rehabilitate the terminal drive, add commercial vehicle lanes, provide for improved ADA compliant sidewalks and curbs, landscape greenspace, elevate and cover ADA crosswalks, and cover the arrival and departure curbside drop off area with overhead canopies. The selection of a Developer or Developers will apply to this initial phase and future phases of the Terminal Frontage Improvements should they arise during the collaboration process, of this IC 5-23-3 Build Operate Transfer (BOT) Program. Additional details of the program are provided in the Guidance Document. The St. Joseph County Airport Authority will form a committee to review the proposals received. The criteria which will be utilized in evaluating proposals is as follows: Company Background & Qualifications (20 points)References (10 points)Technical Approach (30 points)Project Implementation to include Developer's Involvement, Project Management, and General Construction Subcontractor and Other Subcontractor Involvement (30 points)Financial Statement and Approach (10 points) Please respond to the following requests: Contact Owner's representative via email to obtain the Guidance Document that outlines additional pertinent project information. Identify at least three (3) similar projects you have constructed. Include names, telephone numbers and addresses to be used as reference relative to the listed projects. A proposed schedule for the project, including proposed collaboration dates, pre-closing services, start and complete construction, and to convey the structures to SJCAA or its assigns. A description of the project team including the project lead, management team and construction team. The pre-closing services collaboration scoping process may have a duration of two to three months. Please identify fees, services, advanced materials to be ordered, if any, that may be requested during this process. It should be understood that: The St. Joseph County Airport Authority does not require the offeror to submit a certified check or bid bond during the proposal process. Offerors will be required to provide a financial statement as evidence of financial responsibility with the proposal. All offerors will be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals. The St. Joseph County Airport Authority may request an interview with up to three Offerors after proposals have been received. The St. Joseph County Airport Authority may enter into discussions with the offerors for the purpose of clarification to assure full understanding of and responsiveness to the solicitation requirements. The St. Joseph County Airport Authority may refuse to disclose the contents of the Proposals during discussions with eligible offerors. Proposing firms shall not contact he St. Joseph County Airport Authority Board Members or any staff member regarding the project or RFP. All correspondence and questions for this RFP should be handled through the Owner's Representative. The Owner's Representative for this project is: John Lightner, Butler Fairman & Seufert / 330-807-0536 / jlightner@bfsengr.com The St. Joseph County Airport Authority reserves the right to enter into a Scoping Agreement with an offeror for preliminary design collaboration services prior to the St. Joseph County Airport Authority agreeing to move forward with the project. After the Scoping Period, the St. Joseph County Airport Authority shall either make a recommendation to award the public-private agreement to an offeror, engage another proposer, or shall terminate the request for proposals process. If a recommendation to award the public-private agreement is made to the St. Joseph County Airport Authority, the St. Joseph County Airport Authority will schedule a public hearing on the recommendation and publish notice of the public hearing at least seven days in advance and in accordance with Indiana Code  5-3-1 and  5-23-5-9.The St. Joseph County Airport Authority will follow all other procedures and regulations as written in Indiana Code  5-23-5 et seq. which are not otherwise expressly written herein. The St. Joseph County Airport Authority reserves the right to reject any and all Proposals with or without cause, to waive technical errors and informalities, and to accept the submission that best serves the Owner.
