Demolition, site work, renovation and addition to a mixed-use development in Portsmouth, New Hampshire. Conceptual plans call for the addition of a fire / police facility; for the demolition of a fire / police facility; for the renovation of a fire / police facility; for site work for a fire / police facility; municipal facility; municipal facility; municipal facility; and municipal facility.
Project work includes preliminary schematic architectural and engineering services sufficient to develop design alternatives for the program needs of the Portsmouth Police Department at the existing Municipal Complex at 1 Junkins Avenue. This project is envisioned to include renovations to the existing Police Facility as well as related renovations and additions to the City Hall Complex to improve the delivery of municipal services. Question Submission Deadline: March 14, 2025, 12:00pm Question Response Deadline: March 21, 2025, 12:00pm PROJECT BACKGROUND/PURPOSE The City of Portsmouth seeks design alternatives to upgrade the Municipal Complex to improve the delivery of municipal services and address the program needs of the Portsmouth Police Department (PD). The PD is presently housed in a 45,000 square foot portion of the Portsmouth Municipal Complex which currently includes a firing range. The project consists of the planning and design of new PD facilities of approximately 49,500 sqft. A Fleet Maintenance component currently exists on site (approximately 16,600 sqft) as well as parking for PD staff, vehicles and visitors. The current Municipal Complex includes City Hall which would benefit from improved customer points of service. Ideally, customer facing functions would be located closer to the main entrance, eliminating the need for residents and visitors to navigate deep into the Municipal Complex. Following the evaluation of alternative sites for a stand-alone police facility, the Portsmouth City Council determined that there were sufficient opportunities at the existing Municipal Complex to improve the police space and potentially to improve other municipal spaces - particularly the front entrance and public counters. It is envisioned that the new updated municipal complex will include renovation of the existing facility, a possible addition, as well as repurposing existing functions at the municipal complex to improve delivery of municipal services. Previous enabling work include a Space Programming Study with Lavallee Brensinger Architects and ADG completed in 2014, a Site Test Fit Study with Lavallee Brensinger Architects in 2021, an update to the 2014 Space Programming Study and a final site selection project completed in 2024. Given concerns related to cost a Police Staffing Needs Assessment is currently underway to confirm assumptions informing the most recent Police Space Programming Study. The results of the Staffing Needs Assessment will be reviewed by the Mayor's Municiple Building Blue Ribbon Committee and City Staff. The Mayor's Blue Ribbon Committe will be closely involved in the project. The Staffing Needs Assessment will be used to refine the square footage of the proposed PD space. It is anticipated that the Staffing Needs Assessment will be completed by June 2025. Additional information can be found on the City's project webpages Scope of Services TASK I PROJECT REPRESENTATION AND COMMNUNITY ENGAGEMENT A critical component of the Consultant's work is to communicate with stakeholders including the Mayor's Municipal Building Blue Ribbon Committee whose purpose is to explore and recommend to the City Council investments in the Municipal Building, the City Council, and the public generally. It is anticipated that effective project representatives will be a critical part of the Consultant's work throughout the process. This topic will be addressed during contract negotiations. TASK II EXISTING CONDITIONS PROJECT KICKOFF AND BASIS OF DESIGN SELECTION Consultant shall conduct two project kickoff meetings. One with staff and one with the Mayor's Blue Ribbon Committee. Prior to these meetings the Consultant will complete an existing conditions survey and familiarize themselves with previous studies identified in the Background section of this RFP and the Staffing Needs Assessment currently underway. Using the revised space needs assessment, the Consultant shall prepare three (3) conceptual layouts for consideration by the Mayor's Blue Ribbon Committee and City Staff. Concepts shall be in enough detail to show that each are viable if chosen as the basis of design with order of magnitude budgetary costs. Consultant shall meet with appropriate Police Department personnel to obtain information regarding desired space and site layout, including, but not limited to: required adjacencies between spaces, decontamination areas, workstations, meeting spaces, breakrooms, locker rooms, data rooms, evidence storage, administrative space, restrooms, circulation, space needs for interactions with the public, as well as other pertinent details. Consultant will meet with other municipal city staff who may inform the evaluation of opportunities within the existing municipal space to improve delivery of services. Consideration shall be given to construction phasing to ensure operational continuity and to minimize disruption to municipal functions during construction. Anticipated three (3) meetings with Mayor's Blue Ribbon Committee; (1) presentation to the City Council; meetings with Staff as needed. TASK III: SCHEMATIC DESIGN (SD) This phase shall include evaluation of the building code, zoning regulations, and Site plan regulations. schematic level floor plans and building elevations, building envelope system design, mechanical/HVAC systems, plumbing, electrical, structural, information technology, security, and fire protection systems shall be developed in REVIT. Plans shall detail amount of square footage devoted to specific spaces and include preliminary layout of individual programmatic spaces. Consultant shall determine if additional building material or soil/geotechnical investigations are required, including destructive investigation of existing structures and the potential investigation of the structural systems within the existing buildings. Work shall be coordinated with municipal functions to minimize disruption to City operations. Site/civil plans shall include pedestrian and vehicular site circulation, parking lot design, stormwater management facilities, landscaping, fencing/buffers, etc. Upon City Staff review and approval of the schematic design, the Consultant shall prepare color renderings of the building elevations and the full site. The proposed upgrades to the Municipal Complex shall be provided in a high-resolution graphic format and shall be suitable for public presentations and for the City website. In addition, the Consultant shall provide color prints mounted on foam core display boards. At the end of this phase the Consultant will review and provide comments on constructability and will perform its first determination of an opinion of cost for the project. The cost estimate will be reviewed by the City to determine whether the conceptual project can be completed within the preliminary project budget. Anticipated 1 additional meeting with the Mayor's Blue Ribbon Committee and City Council. Meetings with staff as needed. TASK IV DESIGN DEVELOPMENT (DD) The Consultant shall develop specific designs for the site and building. Structural foundation modifications (if any), as well as modifications to curtain walls and framing systems shall be further identified. Mechanical/HVAC systems, ductwork, and equipment schedules shall be further detailed and shown on plans. Architectural finishes shall be identified (flooring materials and colors, paint colors, ceiling tile selections, etc.). Doors and windows selections shall be made. Plumbing will be shown and fixture schedule with quantities shall be prepared. Electrical panels, fixtures, and lighting shall be laid-out and fixtures shall be selected. Design Development of Civil/Site Plans shall be further developed and detailed for all exterior improvements, including, but not limited, parking areas, drainage facilities, utilities, landscaping (hard and softscape), lighting, fencing, dumpster pads and enclosures, signage, etc. All building designs, plans, specifications, and drawings shall comply with applicable Federal, State, and local codes, ordinances, rules, and regulations without limitation. The Consultant shall be responsible for revising any plans, specifications, or drawings which fail to comply with legal requirements. At the end of this phase the Consultant will update the detailed cost estimate, construction budget, and provide any recommendations for value engineering to meet the City's project budget. TASK V CONSTRUCTION DOCUMENTS (CD) PACKAGE AND PERMITTING The Consultant shall be responsible for identifying and preparing all required applications and submittals required for municipal, State, and Federal permits and approvals required for the project. Per RSA 674:54, the City is exempt from certain local land use regulations; however, the City intends to follow the regulatory development review process to extent practicable. Preliminarily, the City anticipates that the permitting process will require the following: Planning Board, including Technical Advisory Committee (TAC) review. In addition to preparing applications and submittals, pertinent members of the Consultant design team shall attend meetings of the City's TAC Committee and Planning Board on an as needed basis during the development permitting process in order to present the proposed building elevations, color, and texture of materials for the building facade. After consultation with City Staff, the Consultant shall respond to input of all permitting authorities (Planning Board, TAC, Historic District Commission), and modify the plans and drawings to comply with any conditions of approval required by permitting authorities. At the end of this Task, the Consultant will update the detailed cost estimate, construction budget, and will provide any recommendations for value engineering to meet the City's project budget. Task VI 100% CONSTRUCTION DOCUMENTS & BIDDIING SUPPORT Following the project permitting phase, updates to all plans and documents shall be completed as required by the City, State, or Federal permitting authorities. In addition, the Consultant shall complete all final plans and specification documents for all design disciplines in preparation for the bidding and construction phase. The Consultant will provide bidding support including managing per-bid meeting, addenda preparation, review of bid packets, and bid award recommendation. The new due date for questions to be submitted will be midnight on March 24, 2025
