Site work for a mixed-use development in Portsmouth, New Hampshire. Conceptual plans call for site work for a playground / park / athletic field; and sidewalk / parking lot.
Project work includes design, permitting and construction of structural repairs to two wooden piers in the Piscataqua River at Prescott Park. Question Submission Deadline: May 8, 2025, 2:00pm Question Response Deadline: May 12, 2025, 2:00pm Pursuant to signing a contract agreement, the City's contact for this project will be Dan Hartrey Phone: (603) 817-1332 Email: djhartrey@portsmouthnh.gov A survey inspection in February 2023 of two wooden piers revealed several failed components, addressed in this RFP. The Prescott Park piers project is separated into two phases. The first phase will be for engineering design services and expedited permit application with the State of New Hampshire and City of Portsmouth. The second phase will be for marine construction services. It is the intent to award both phases to the same proposer. The work in this document addresses the need for replacement of failed structural pilings and bracing, as well as resetting existing rip rap to fortify the adjacent revetment. Failed pilings and bracing are located on the perimeter and interior of the piers, requiring the removal and replacement of topside decking to access interior pilings. The selected marine construction firm is to design, obtain permitting, and complete construction of these structural repairs. This work will include applying for and receiving permits as needed from the NH Department of Environmental Services. The selected firm will also complete and submit an application to the City of Portsmouth Conservation Commission for approval. 1. Pile replacement design and permitting Prepare Topographic Survey to include Existing dock dimensions Wetland boundaries c. Provide plan with vertical datum Prepare and Submit NHDES Wetlands Bureau Expedited Application Site assessment Complete and Submit NH DES Wetland Expedited Application Plan Drafting Natural Heritage Bureau Review State and local fees including Public Notice of Intent 2. Rip Rap Repair permitting (if required) A. Prepare Topographic Surveys to include: Location fieldwork Site Measurements for dock, bathymetric survey and seawall Boundary tie in as needed, Vertical datum Wetland delineation, location and report City of Portsmouth Conservation Commission Approval: Complete and submit application Conservation Commission Approval (1 public meeting) 3. Construction Layout: Layout/staking for seawall construction post approval 4. Estimated reimbursable expenses 5. Estimated state and local fees including Public Notice of Intent Prescott Park Piers A labor and material bond (also known) as a payment bond will be required in the amount of the cost of the construction work. 11.1. Investigation The City reserves the right to undertake any investigation it deems necessary to evaluate the qualifications of any firm and any to very any representations made by the firm. A firm may be requested to execute a release for information. Failure to provide a release upon request will result in disqualification. 11.2. Additional Work The City reserves the right to contract with the selected firm for additional project related work. 11.3. Concepts and Ideas The City reserves the right to use, without payment, any concepts, ideas, information or other product submitted as part of this solicitation. 11.4. Rejection and Acceptance The City of Portsmouth reserves the right to reject any or all proposals, to waive technical or legal deficiencies, and to accept any proposal that it may deem to be in the best interest of the City and to negotiate the terms and conditions of any proposal leading to the execution of a contract. The method of Contractor Selection has not been Determined at this time.
