The City of Portsmouth is seeking bidders to respond to BID #33-25 Multi-purpose Recreation Field, Phase 2. Project work includes Construction of the second multi-purpose field on this site. The site is largely preprepared for construction of this field. Work includes installation of the artificial turf field and installation of additional lighting, fences and other ancillary tasks. In addition to the field work, there is also a planned expansion of the parking area and an add/alt for a storage building to support the field activities. Question Submission Deadline: June 16, 2025, 2:00pm Question Response Deadline: June 18, 2025, 2:00pm Bid results will be published within two business days of the bid submission deadline. Bidder agrees that if its bid is accepted it will enter into an Agreement with the Owner in the form included in the solicitation and to perform the work described in the Contract Documents for the prices and within the timelines indicated in this solicitation. Question Deadline 06/16/2025 at 2:00 PM ET All questions shall be submitted through electronically. No statements made by the Owner or the Owner's consultants or representatives made during any pre-bid meeting or other contact shall be deemed to amend this Solicitation or the Contract Documents unless the statement has been incorporated into an Addendum and issued through electronically. Award If an award is to be made, it will be made to the lowest, responsible and qualified bidder. Determination of the lowest bidder will be based on the Base bid, or the Base Bid with any combination of Add Alternates the Owner deems to be in its best interest, for the work described on the bid proposal form. A responsible and qualified bidder is a bidder that: has the ability, capacity and/or skill to perform timely and with quality workmanship; has the supplies and materials of a quality and quantity to meet the specifications; and can meet any other applicable factors as the City reasonably determines necessary or appropriate to the scope of the solicitation and is not otherwise disqualified as described in this solicitation. Verbal notification of award is not considered official. Any action by the bidder to assume otherwise is done so bidder's own risk and the Owner will not be held liable for any expense incurred by a bidder that has not received an official award in writing through online. The City of Portsmouth reserves the right to reject any or all bids, to waive technical or legal deficiencies of any bid, and to accept any bid that may be in the best interest of the City.
