Electronic Bids for the construction of the Project will be received by OWNER. The Project includes the following Work: Replace two mechanical screens and associated screenings wash presses, replace vertical shaft influent pumps, add vortex grit removal, replace grit pumps and grit washers, add scum removal tanks and equipment, add scum removal pumps, piping, associated demolition, structural, mechanical, and electrical work. The Issuing Office is Strand Associates, Inc.(R), 910 West Wingra Drive, Madison, WI 53715. Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive. PRE-BID QUALIFICATION: Bidders, general contractors, and electrical, mechanical, and system integrator subcontractors must be prequalified by GBMSD. Bids received from Bidders who have not been prequalified by GBMSD or prequalified Bidders listing subcontractors who have not been prequalified will not be considered and their bids will be considered unresponsive. It is mandatory that all contractors who intend to be listed: (a) fully complete the Prequalification Information Request; and (b) be approved by GBMSD in order to be on the final qualified Bidders list. Bidders shall use the Prequalification Information Request form provided with the Bidding Document sets. Prequalification forms submitted by applicants are not public records and are not open to public inspection. All information provided will be kept confidential to the extent permitted by law. However, the contents may be disclosed to third parties for the purpose of verification or subsequent investigations. Prequalification Information Requests must be received by 10 A.M., local time, Wednesday,March 19, 2025. Documents shall be directed to GBMSD securely sealed and endorsed upon the outside wrapper, "PREQUALIFICATION INFORMATION REQUEST FOR DE PERE FACILITY PUMPING AND HEADWORK PROJECT" and addressed to Tyler Biese, Staff Engineer, at GBMSD, 2231 North Quincy Street, Green Bay, WI 54302. Forms received after the specified time will not be considered. CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price. BID REJECTION/ACCEPTANCE: OWNER reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of OWNER. BID WITHDRAWAL: No Bid shall be withdrawn for a period of 115 days after the scheduled opening of the Bids without the consent of OWNER. BID SECURITY: The Bid must be accompanied by Bid security made payable to OWNER in an amount of 5% of the Bidder's maximum Bid price.
