The Agency is established by state law to develop and manage housing programs for low-income families. It enters into an Annual Contributions Contract with the U.S. Department of Housing and Urban Development (HUD) to administer these programs. Fresno Housing is responsible for ensuring compliance with federal laws, regulations, and notices. To achieve this, it must establish clear policies and procedures that clarify federal requirements and ensure consistency in program operations. Today, the Agency provides housing programs to nearly 50,000 Fresno County residents under a variety of programs including Low Income Public Housing, Housing Choice Vouchers (Section 8), Section 42 Low Income Housing Tax Credits, Migrant Services, Farm Labor Housing, Emergency Housing, and others. Fresno Housing consists of the City of Fresno and the County of Fresno, each of which are governed by a seven-member Board of Commissioners. The City Board is appointed by the Mayor. Five of the seven commissioners are appointed to four-year, staggered terms. The other two members are appointed to two-year terms from among the residents of housing owned by the Housing Authority. Our ambitious and sustainable projects will not only provide a mix of housing options, but also stimulate economic growth, enhance community engagement, and improve the quality of life for all residents. o Fight to Eradicate Housing Insecurity: Enhance community education and inform policies to reduce housing insecurity, ensuring that families have access to affordable, safe, and quality housing. Our approach includes providing tenant education and advocating for housing policies that increase the supply of and access to housing. Fresno Housing will work to expand the availability of affordable housing units, introduce innovations to the Housing Choice Voucher program, and empower motivated and qualified residents with the knowledge needed to transition from renters to homeowners. We are committed to creating more housing opportunities for vulnerable groups, including the elderly, parents with minor children, foster youth, those experiencing homelessness, and the farmworker community. o Housing Choice Voucher Innovation: Fostering innovation in the largest affordable housing program by expanding the number of families served through the Housing Choice Voucher program, enhancing the resident experience, and transforming the perception of this program's vital role. We will enhance operations by improving education about the program, streamlining processes, enhancing communication, forming partnerships with other community organizations, and broadening support for landlords and tenants through initiatives such as the Voucher Incentive Program. o Leverage Partnerships & Funding to Support Resident Goals: Our visionary goal for residents is to foster a thriving, empowered community through community-based organizations, strategic partnerships, and innovative programs. We seek to enhance our residents' quality of life by supporting education and workforce aspirations, inspiring youth through interactive learning, community engagement, and bolstering the goals of heads of household. We will expand the services of our Resident Empowerment Team, leveraging the fundraising efforts of our Beyond Housing Foundation and exploring grant opportunities such as the Resident Opportunity and Self-Sufficiency (ROSS) grant from the Department of Housing and Urban Development (HUD).
