TENDER SPECIFICATIONS: 1. The Municipality of Strathroy-Caradoc requires quotations hauling and applying 3/8 inch stone for base coat and 1/4 inch stone for the top lift, in addition to applying aggregates, hauling and applying emulsions in the Municipality of Strathroy-Caradoc for the 2025 season. Tenderers are encouraged to visit the current supply of stone at the Public Works Yard located at 8605 Falconbridge Drive in Mt. Brydges to determine capability to bind their emulsion with the stone samples. See Appendix A for a map outlining the proposed sections of roads. 2. EQUIPMENT REQUIRED Supply two distributor trucks - minimum 2000 gallon tank for applying emulsion. Distributor Truck - must have tachometer wheel and be used when applying emulsion to road. Supply self-propelled stone spreader with back-up spreader within 24 hours if needed. Supply minimum of two flagmen, plus one man to rake joints or spills. Supply of power broom to sweep edges or corners of roadway, if needed. 3. Aggregate will be supplied by the Municipality of Strathroy-Caradoc. 4. Surface treatment to start by June 9, 2025, weather permitting, and to be completed by August 15, 2025. 5. The Municipality of Strathroy-Caradoc reserves the right to stop work at any time if the job is not progressing satisfactorily or due to inclement weather. 6. All asphalt emulsions to meet M.T.O. specifications. Delivery to be by insulated tanker. Minimum temperature 140 degrees. Maximum temperature 176 degrees. Each load to have product temperature at time of loading and point of origin marked on delivery tickets. Failure of any sample to meet M.T.O. Specification Requirements for asphalt emulsions shall be cause for rejection of material. Rejection materials shall be replaced expeditiously. Samples will be taken on each load by a member of the Public Works Department of the municipality. 7. a) Contractor's Liability Insurance and Workers' Compensation: The Contractor shall effect and maintain Insurance to cover his obligations under all applicable Workers' Compensation laws. A copy of the Contractor's WSIB certificate and proof of insurance shall be filed with the Municipality prior to commencement of any work. In addition, the Contractor shall provide proof of their Health and Safety Policy prior to commencement of any work. b) Bodily Injury Liability: The Contractor shall effect and maintain a Comprehensive General Liability Policy or its equivalent, covering claims for bodily injury, including death arising from and during operations under his contract whether performed by himself, by a sub-contractor or by anyone directly or indirectly employed by either of them in the sum of $5,000,000.00. c) Property Damage: The Contractor shall effect and maintain Property Damage Liability Insurance to cover his and sub-contractor's operations in the sum of $5,000,000.00. d) Fire Insurance: The Contractor shall procure fire extended coverage insurance on the work to 100% of the contract amount. 8. Notification: The Contractor, before starting construction, shall give 72 hours notice to the Public Works Manager, Walter Easter at (519) 245-1105, ext 249 for the Municipality of Strathroy-Caradoc or weaster@strathroy-caradoc.ca. 9. The Contractor will be fully responsible to provide complete traffic control and signs to be in accordance with the requirements of the Ontario Traffic Manual - Book 7 and all pertinent Ministry of Labour and Ministry of Transportation regulations. All Traffic Control costs should be included in the Contractor's price for each road section. No separate item or extra costs will be paid to the Contractor for Traffic Control. The deposit will be released to the Contractor forty five (45) days after the date of completion and acceptance of the work. At this time, the Contractor must furnish to the Manager of Public Works, the following: a) A statutory declaration that all liabilities incurred by the Contractor in carrying out the contract, have been paid and that there are no liens, garnishees, attachments or claims relating to the work. a. A satisfactory clearance certificate from the Workers' Compensation Board. b. A release by the Contractor, releasing the owners from all further claims relating to the contract. c. Material Safety Data Sheet required for product supplies. d. Contractor to meet requirements of the Occupational Health and Safety Act. 10. SECURITY/BONDING REQUIREMENTS Acceptable security shall be in the form of a certified cheque as specified. BID DEPOSIT: A minimum 10% of the value of the bid price shall be submitted with a bid in the form of a Bid Bond, Irrevocable Letter of Credit, Certified Cheque, Bank Draft and must be in Canadian currency.
