Site work and paving for a mixed-use development in Red Bank, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
2025 Road Program GENERAL DESCRIPTION OF THE PROJECT: The project generally consists of the roadway improvements to Allen Place and Boat Club Court, Drainage Improvements to River Street, Water Utility Improvements and Sanitary Sewer Improvements to Hubbard Park and roadway improvements to Alston Court. Improvements proposed for Allen Place, Hubbard Park, Alston Court, River Street, and Boat Club Court include approximately: 7,330 SY of HMA Milling, 3" or Less, 155 TN of HMA 19M64 Base Course (6" Thick) , 855 TN of HMA 9.5M64 Surface Course (2" Thick), 35 LF of 18" Reinforced Concrete Pipe (Class IV), 255 LF of 24" Reinforced Concrete Pipe (Class IV), 460 SY of Concrete Sidewalk (4" Thick), 175 SY of Concrete Driveway (6" Thick), 40 SY of Concrete Driveway (8"Thick), 5 SY of Detectable Warning Surface, 1,560 LF of Concrete Vertical Curb (8" x 18"), 115 LF of Concrete Sloping Curb (12" x 13"), 150 LF of Traffic Striping (Thermoplastic), 100 SF of Traffic Markings (Thermoplastic), 845 LF of 6" Ductile Iron Pipe Water Main (Class 52), 33 UN of 1" Type 'K' Copper Water Services, 665 LF of 8" PVC Sewer Pipe, 45 LF of 4" PVC Sewer Lateral, 55 LF of 6" PVC Sewer Lateral, and all associated improvements. No refunds will be made except as provided in N.J.AC. 40A:11-24b which allows for the return of documents in reasonable conditions within in ninety (90) days of notice that the contract has NOT been awarded. The said Contract Documents and Proposal sheets may be examined at 90 Monmouth Street, Red Bank, New Jersey 07701. Bids must be submitted on the Bid Form contained in the Contract Documents and must be enclosed in a sealed envelope plainly marked on the Outside with the name of the project and the name and address of the Bidder. Each bid must be accompanied by a certified check or cash of not less than ten (10%) percent of the bid, but not more than $20,000.00, payable without any conditional endorsement as a guarantee that in case the contract is awarded to the bidder, he will within ten (10) days thereafter execute such contract and furnish satisfactory performance bonds. Upon failure to do so, he shall forfeit the deposit as liquidated damages and the acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder. No interest shall be allowed upon any such certified check or cash. A bid bond in the amount of ten (10%) percent of the bid, but not more than $20,000.00, may be substituted for certified check or cash. Each bid must be accompanied by a Certificate of Experience and Certificate of Equipment. Each bid must also be accompanied by a certificate of Consent of Surety from a bonding company licensed to do business in the State of New Jersey guaranteeing that if the proposal of the bidder be accepted they will furnish the bond set forth in the Instructions to Bidders and the acceptance of the bid will be contingent upon the fulfillment of this requirement. The Borough reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Borough reserves the right to award this contract based on funds available. Bidders are required to comply with the requirements of the Americans with Disabilities Act (N.J.S.A.10:5-31 et seq.) and with the disclosure provisions of N.J.S.A. 19:44A-20.13. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. During the performance of this Contract, the Contractor agrees to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C 17:27), and N.J.S.A 10:5-31 et seq., all requirements of the State of New Jersey Workers Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA)(29 CFR 1910), as amended with regard to worker and jobsite safety. Bidders shall comply with N.J.S.A. 52:32-44 latest revision, regarding Business Registration with the New Jersey Division of Revenue. Bidders shall also comply with the requirements of Equal Opportunity Employment (N.J.S.A.10:5-31 et seq.) and Affirmative Action (N.J.A.C. 17:27) and with the disclosure provisions of N.J.S.A. 19:44A-20.13. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of the contract price indemnifying the Borough of Red Bank, New Jersey for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work. All bid security will be returned to all bidders except the three (3) apparent lowest bidders within ten (10) working days after the opening of bids, and to the three (3) apparent lowest bidders within three (3) working days after the successful bidder has executed the Contract and his Contract security has been approved by the Owner. T he Borough Council of the Borough of Red Bank reserves the right to reject any or all bids if in its opinion it is in the best interest of the Borough to do so.
