Work to be performed under this contract shall include all labor, tools, equipment and materials necessary to install multi-log cross vanes, multi-log deflectors, modified mud sills, and selected borrow excavation rock and partial removal of dam as directed by Sullivan County officials. All in-stream required work must be completed in accordance with in-stream restriction on Birch Creek, between June 1 and September 30, 2025, unless a variance from the PA Fish and Boat Commission is obtained. Bidders can either be a PennDOT Pre-qualified Prime, PennDOT Pre-qualified Sub-Contractor OR shall provide a job history with a minimum of three (3) references of similar recent and relevant municipal or government agency projects. Proof of pre-qualification OR a minimum of three (3) references is required with the submission of any bid. The Bidder, the Bidder's sub-contractors and material suppliers shall provide materials and perform work in strict accordance with Pennsylvania Department of Transportation Specifications, Publication 408/2020 (including latest revisions). Each bidder is required to bid on the total project. Each bid must be accompanied by a bid bond or certified check made payable to 'Sullivan County' in the amount of 10% of the total bid. The successful bidder shall provide a performance bond or certified check to the municipality in the amount of 100% of the contract and a payment bond or certified check to the municipality in the amount of 100% of the contract within seven (7) business days after the contract is awarded. Bids may be held by Sullivan County for up to sixty (60) days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Sullivan County Board of Commissioners reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
