Similarly SP912-05B SP Pothole Patching states to place HMA +0.03' high to 0.00' low relative to the existing surface while the typical section states the patch is to match the top of cold mill elevations. If the intent is to cold mill the entire roadway prior to the these two items being completed then the required quantity of HMA for patching is one quantity, however, if this work is to be completed  prior to milling the entire roadway and if the patches are to be brought up to the existing roadway elevation, then a substantially higher quantity of HMA would be required forthese two items ofwork. Please clarify the timing (ie, before or after cold milling) of these two items as well as the required elevation of the patching HMA. The intent is to do all of the deep patch repairs (S912-05A) prior to milling and the potholing (S912-05B) after milling per the PHASING note in the Special Provisions.
