The purpose of this RFP is to select a strategic advisor to lead and advise Pierce County (hereafter known as 'the County') in the delivery of the Chambers Bay Estuary Restoration Project. The project is comprised of four main components: bridge replacement, dam removal, estuary restoration, and sediment mitigation. In 2022 and 2023 the project team completed several initial efforts including: Preliminary adjacent property owner coordination Secured funding for preliminary phase Conceptual design for dam removal Transport sediment analysis cleared for open dispersal Preliminary stakeholder outreach Geotech investigations (left bank) Cultural resources area of potential effect (APE) scoped Survey for bridge replacement Long-term co-management of estuary team established In November 2023, the project team of consultants completed a type, size, and location (TSL) study for the replacement of the Chambers Creek Bridge. The replacement of the bridge is the first critical step of a larger project to restore the Chambers Creek channel and Chambers Bay Estuary. The County is working with a diverse set of stakeholders, tribal partners, and local jurisdictions to restore Chambers Bay Estuary. With the completion of the TSL study, the County is shifting its focus to completing the remaining planning elements to developing a refined project scope, schedule and budget, project implementation plan, risk register, communications plan, initial phases of the National Environmental Protection Act (NEPA) analysis, and various environmental and preliminary design studies. Completion of these planning efforts will provide a framework for decision-making and establishing goals for the long-term maintenance of Chambers Bay Estuary.
