Vineyard City is seeking proposals from qualified contractors for the Main St. Road and Sewer Repair Project in Vineyard City, Utah; see attachment A for the location map. This project involves replacing approximately 250 feet of 10-inch PVC SDR 35 sewer line, repairing the road surface, and replacing damaged curbs. Additional work may include soil stabilization, bypass pumping during sewer line replacement, traffic control, and applicable quality assurance construction testing. Sewer Line Replacement o Description: Replace approximately 250 linear feet of 10-inch PVC SDR 35 sewer line at a depth of approximately 10 feet. o Work Includes: o Excavation: Excavate trench to expose the exis7ng sewer line. o Removal: Remove and dispose of the exis7ng sewer line. o Replacement: Install a new 10-inch PVC SDR 35 sewer line, ensuring proper alignment and grade. o Connection: Reconnect the new sewer line to the exis7ng system at both ends near the manholes, ensuring a water7ght connec7on. o Backfill: Backfill the trench with appropriate materials and compact in layers as required. o Bypass Pumping: Implement bypass pumping to divert sewer flow during construc7on. The system must safely handle peak flows and maintain service throughout the project dura7on. The pump distance between the intake and discharge manholes is approximately 650 Feet. Pump must be capable of pumping a 10-inch sewer line during peak flows. 2. Soil Stabilization (if necessary) o Description: If compromised soil is found under the sewer line, 3-inch minus material or other recommended fill will be used to stabilize the subgrade for up to 3 feet in depth. No soil sampling has been done, so compromised soil will be determined upon exposure. o Work Includes: o Excavation: Remove unsuitable or compromised soil if necessary. o Material Supply and Placement: Supply and place 3-inch minus material as necessary and compact it to the specified density. 3. Asphalt Removal and Replacement o Description: Remove and replace approximately 7,800 square feet of 5-inch-thick asphalt pavement. o Work Includes: o Demolition: Demo and remove the exis7ng asphalt, hauling debris to an approved disposal site. o Road Base Preparation: Haul and place road base material to restore grade and provide a stable founda7on. o Paving: Install 5-inch-thick new asphalt pavement, ensuring proper compac7on, leveling, and finish according to local specifica7ons. 4. Concrete Curb Removal and Replacement o Description: Remove and replace approximately 220 linear feet of typical high-back concrete curb. o Work Includes: o Demolition: Remove and dispose of the exis7ng concrete curb. o Curb Installation: Form and pour new high-back concrete curb to match exis7ng curb, ensuring proper alignment, grade, and finish in compliance with local standards (See a#ached curb detail). 5. Traffic Control o Description: Implement appropriate traffic control measures per Utah MUTCD to ensure public and worker safety during construc7on. o Work Includes: o Traffic Plan Development: Develop a comprehensive traffic control plan, including the use of cones, barriers, signage, and flagging where necessary. o Detours: Set up detour routes to minimize disrup7on and ensure smooth traffic flow. o Public Notifications: Provide no7fica7ons to local residents and businesses regarding project schedules, traffic changes, and disrup7ons. 6. Quality Assurance and Construction Testing o Description: Conduct quality assurance and tes7ng to ensure materials, compac7on, and processes meet project specifica7ons. o Work Includes: o Material Testing: Perform tests on all materials, including asphalt, concrete, and sewer pipes, to confirm they meet project specifica7ons. IV. Proposal Requirements Proposals should include the following informa7on: 1. Company Profile: Include background informa7on on your company, qualifica7ons, and experience with similar projects. 2. Project Team: Provide details of the project manager and key personnel who will be involved in the project, along with their relevant experience. 3. Project Approach: Outline your approach to comple7ng each component of the project, including 7meline, equipment, and materials to be used. 4. Cost Estimate: Provide a detailed cost es7mate, including labor, materials, equipment, and any other project-related expenses. Include a breakdown of costs for each task or work item. 5. Schedule: Provide a detailed project schedule indica7ng the expected 7meline for each phase of work, including milestones and comple7on dates. 6. References: Include at least three references from previous clients or projects that are similar in scope and scale. 7. Safety Plan: Provide a narra7ve outlining your company's measures to ensure a safe working environment for all personnel. V. Evaluation Criteria Proposals will be evaluated based on the following criteria: o Experience and Qualifications: Proven experience in road and sewer line repairs, as well as similar construc7on projects. o Approach and Understanding of the Project: Clear understanding of the scope of work, quality control, and ability to meet deadlines. o Cost and Value: Compe77ve pricing while providing quality work. o Safety: Implementa7on of appropriate safety measures.
