Building 35 Diamond Roof and Parapet Procurement Folder Number: GSD1582664 Project Location: Building 35 (Diamond Building) 350 Capitol Street Charleston, West Virginia 25301 The West Virginia Purchasing Division is soliciting bids on behalf of the General Services Division to establish a contract for Building 35 Diamond Roof and Parapet located at 350 Capitol Street, Charleston, WV, per the bid requirements, specifications, project plans, drawings and terms and conditions as attached hereto. Questions due by 12:00 pm 2025-04-03 A. Building 35, commonly known as the Diamond Building, is a multi-story 227,000-square foot office building located in downtown Charleston, WV housing the administrative offices of the WV Department of Health, WV Department of Human Services, and the WV Department of Health Facilities. In 2023, the General Services Division (GSD) assumed (from the former WV DHHR) the responsibility for facility operations and maintenance of the building. B. Building 35 is an L-shaped building located at the comer of Washington and Capitol Streets in the Downtown Charleston Historic District and is considered to be comprised of 3 building sections. Building [section] A, the original five-story department store building located in a southwesterly fashion on Capitol Street, was originally constructed in 1927. Building [section] B is a seven-story addition that was constructed at the corner of Capitol and Washington streets. Building B started as a two-story addition built north of Building A in 1941 and was later expanded up five additional floors in 1948. Building [section] C is a three-story addition constructed east of Building B in 1964. The last major renovation of the Diamond Building occurred in 1999. C. In July of 2022, the former agency (WV DHHR) received a report assessing the building envelope of the Diamond Building. The report outlined several conditions observed that pose safety risks to the building occupants and pedestrians walking along the perimeter of the building: 1. The steel angles and plates supporting the building parapets and exterior brick masonry have undergone significant corrosion-induced steel section loss and corrosion product expansion throughout the exterior of the building. Where this has occurred, the masonry has displaced, and the steel elements are no longer adequately supporting the exterior brick. 2. The corners of the building along Capitol Street have also displaced outward and are not positively anchored to the inner masonry wythes of the walls. 3. Sections of hardened mortar along the north elevation have been pushed outward from bed joints in the brick where significant corrosion of embedded steel elements has occurred, and in some locations, mortar fragments have fallen or are in imminent risk of falling from the exterior face of the building walls. 4. Cracking and spalling of the decorative terracotta were present throughout the exterior of the building. Isolated terracotta units were observed to have previously broken free from the facade and were reported to have fallen from the building to the ground and roof levels below. 5. The roof of the seven-story Building B is a poured gypsum slab that has severely deteriorated from moisture exposure due to leaks and is not capable of supporting exterior loads along the perimeter portion of the building roof. A. The Scope of Work for this project defined by the Contract Documents generally comprises the following: 1. Installation of temporary traffic control devices and implementation of temporary lane closures. 2. Installation, maintenance, and removal of construction barriers and signage along with installation of shoring, temporary facilities and controls, and temporary protection required to maintain occupant access and egress during the work as shown in the Drawings and as required by Code. 3. Installation of temporary construction fencing. 4. Installation of temporary access and protection systems, including overhead protection, scaffolding, stairs, material hoists, and weather enclosures. 5. Storage of materials and equipment in designated areas to maintain access for building occupants and prevent impact on occupants or building activities. 6. Temporary protection of windows, mechanical, fire suppression and other building systems to remain within the 7th floor of Building B. 7. Selective demolition of existing masonry parapets and walls, existing terra cotta coping and ornaments, and existing steel lintel angles. Existing brick masonry units and terra cotta coping and ornaments to be salvaged for reinstallation. 8. Selective demolition of existing gypsum concrete roof deck. 9. Demolition of existing stair bulkhead roof and walls. Existing brick masonry units to be salvaged for reinstallation. Existing open web steel joists to be salvaged for reinstallation.
