All questions about the meaning or intent of the Contract Documents are to be directed to the Engineer. The City of Beaumont requests bids to rehabilitate the existing lift station as shown on the contract plans and specifications. This contract shall include all necessary superintendence, labor, equipment, tools, materials, painting, safety measures, environmental protection, disposal of surplus items, site restoration, and all other related construction for the proposed lift station. The City reserves the right to reject any or all bids, or to accept any bid or combination of bids deemed advantageous to it. Bidders must submit an original Bid Bond, Cashier's Check, Certified Check or irrevocable Letter of Credit issued by a bank satisfactory to the Owner, payable without recourse to the order of the City of Beaumont in an amount not less than five (5) percent of the largest possible bid amount as a guaranty that the Bidder will enter into contract and execute bond and guaranty in the form provided within fourteen (14) calendar days after date of Notice of Award of the contract. Bids without the required financial security deposit will not be considered. The work to be performed under this Contract shall be commenced on the day specified by the Owner in the Notice to Proceed and the work shall be fully completed within 320 calendar days after the date of commencement of the work. The Owner and the Contractor recognize that time is of the essence with this Agreement and that the Owner will suffer financial loss if the work is not completed within the time specified in this Article 2, herein, plus any extensions thereof allowed in accordance with Article 12, Section 1100 of the General Conditions. They also recognize the delays, expenses and difficulties involved in proving in a legal preceding the actual loss suffered by the Owner if the work is not completed on time. Accordingly, instead of requiring any such proof, the Owner and the Contractor agree that as liquidated damages for delay (but not as a penalty) the Contractor shall pay the Owner the sum of $785.00 for each calendar day that expires after the time specified in this Article 2, herein, plus any authorized extensions. Upon receiving a Notice of Award, the Contractor shall furnish Performance and Payment Bonds, each in the amount set forth in the Supplementary General Conditions as security for the faithful performance and payment of all the Contractor's obligations under the Contract Documents. The Performance Bond shall remain in effect at least until one year after the date of Notice of Substantial Completion/Notice of Completion as applicable, except as otherwise provided by Law or Regulation or by the Contract Documents; provided, that after the date of Notice of Substantial Completion/Notice of Completion, as applicable, the amount of said Performance Bond may be reduced to the amount set forth in the Supplementary General Conditions. The premiums upon all such bonds shall be paid by the Contractor. This contract includes, but is not limited to, the following: 1. Contractor shall remove and replace existing submersible pumps with new submersible pumps including electrical, rail system and all appurtenances, all in accordance with the plans and specifications. 2. Contractor shall replace existing piping inside wet well, including all piping, fittings and all required appurtenances, all in accordance with the plans and specifications. 3. Contractor shall remove existing electrical and control equipment located outside and inside the existing lift station building, all in accordance with electrical plans and electrical specifications. 4. Contractor to furnish and install 20' x 14' prefabricated concrete control building, including saw cutting, removing and replacing the existing driveway, excavation, fill material, compaction, concrete foundation, concrete landing, bronze plaque, aluminum canopy, all required appurtenances, all in accordance with the plans and specifications. 5. Contractorshall furnish and install all new electrical and controls including service,service equipment, MCC, VFDs, transfer switch, ultrasonic and pressure level transducers, standby generator receptacle, conduits and conductors, and painting, all in accordance with electrical plans and electrical specifications. 6. Contractor shall coat all interior concrete surfaces of the wet well, all in accordance with the manufacturer's recommendations and the plans and specifications. Contractor shall provide humidity control of the wet well during the coating application in accordance with the manufacturer's recommendations. 7. Contractor shall furnish and install two Bypass Ports on the existing 24" force main, including 24" gate valve, 24" x 12" tees, 24" D.I. spools, 24" D.I. couplings (Style 501, Romac Industries, Inc. or approved equivalent), 12" D.I. spools, 12" 90 o bends, 12" gate valves, 12" x 6" reducers, 6" cam-lock and S.S. caps, all in accordance with plans and specifications. 8. Provide ALL BYPASS PUMPING as required to maintain sewer flow during construction, including installing a temporary plug in existing 48" influent pipe, replacing the ring and cover on the existing junction box with a new 32" diameter ring and cover to accommodate the bypass pumping piping, all in accordance with plans and specifications. 9. Contractor shall furnish and install approximately 334 linear feet of eight (8') foot man proof chain link fence including one (1) sixteen (16') foot and one (1) ten (10') wide cantilever gates, all in accordance with plans and specifications. 10. Contractor shall extend the existing driveway, all in accordance with the plans and specifications. 11. Contractor shall furnish all labor, materials, and equipment to remove and replace the existing 2 Ton Detroit Bridge Crane Hoist with a new like hoist system, including a 3 HP, 208/230/460 V, 3PH, 60Hz motor, magnetic break, retractable electrical power cord, remote operation cable and actuator, new lift cable spool, cable, hoist hook, electrical disconnections and reconnections, and appurtenances.
