**As of May 09, 2025, the project was awarded to ABLE Petroleum and Landman Services, with an awarded amount of $168,000.00.** The County of Refugio will receive bids for the Refugio County Animal Control Facility. Bids are invited for several items and quantities of work as follows: The Contractor shall demolish and construct interior components to meet all ADA/TDLR requirements, plumbing and electrical upgrades, installing appliances, fencing, and constructing CMU block animal kennels in accordance with the contract documents, technical specifications, and plans. We reserve the right to process checks electronically by transmitting the amount of the check, routing number, account number, and check serial number to your financial institution. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the County of Refugio or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the American Rescue Plan Act of 2022 (ARPA) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the County of Refugio Section 3 Policy is required for all contracts and subcontracts in excess of $100,000.00. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and labor surplus area firms are encouraged to submit bids. The County of Refugio reserves the right to reject any or all bids or to waive any informalities in the bidding.
