Bids are invited for several items and quantities of work as follows: 1. Installing Reinforced Concrete Pipe, Area Drains, Post Inlets, Waterline Adjustments, Gas Line Adjustments, Utility Adjustments, Manholes, Fire Hydrant Replacements, Base Repairs, Asphalt Repairs, Safety End Treatments, Concrete Sidewalks, Concrete Driveway Repair, Ditch Regrading, and Steel Split Casing. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the County of Refugio or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the County of Refugio Section 3 Policy is required for all contracts. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and labor surplus area firms are encouraged to submit bids. The County of Refugio reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by County of Refugio for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award.
