This Request for Proposal (RFP) is being issued by The Hawaii Health System Corporation (HHSC) and its Hilo Benioff Medical Center (HBMC) facility to invite qualified Electrical Contractors ("CONTRACTOR") to upgrade the electrical infrastructure to support the install of a new Cummings 800KW Stand-By Generator purchased from King Power Systems (that includes start up and commissioning) located on the Hilo Benioff Medical Center Campus located at 1190 Waianuenue Avenue, Hilo, Hawaii 96720. The CONTRACTOR will need to oversee the startup / commissioning to ensure the new generator is functioning correctly. Proposals need to comply with the contract's General Conditions to successfully complete the project to the satisfaction of HHSC in accordance with Scope of Work. The goal of this project is for the Electrical CONTRACTOR to furnish new emergency generator support, with the addition of 800KW generator parallel for future needs, rated at a higher capacity to accommodate the upgrades and expansion of the Acute Hospital. It will assist in reducing the cost of maintenance and repairs with a new generator with newer technology; prevention of increased potential failures such as fuel leaks, battery acid, mechanical and electrical malfunctions that are faced currently. The enhanced and improved safety features can help in prevention of potential accidents or injuries from these failures. - Backup power to the Acute Facility is supplied by an onsite generator located near the main switchboard. The generator has a capacity rated at 750KVA with a normal operating rating of 600KVA, 80% of the maximum load. - Two (2) tests were conducted, a real time test and a supplemental load bank test applied by a subcontractor, Power Generations. On both tests, the real time test involved applying the actual loads from the acute hospital including the medical equipment, HVAC, EM lights, and outlets were applied to the generator. - During this test, the generator reached a maximum peak of 419 KVA which will be considered the current capacity for the Acute Hospital. With our future expansion projects underway, an additional load of 100KVA load will place the generator capacity close to the normal operating rating The general scope of the work requested includes CONTRATOR to provide all necessary equipment, installation services, management, labor, materials, supplies, tools, all utility connections, training and other related services for planning and development of the upgrade to the electrical infrastructure that will support the install of a new Cummings 800KW Stand-By Generator. This project includes, but not limited to, the removal of any unused conductors and conduit, decommissioning of Cogen panels, removal of the existing junction box, automatic transfer switch (ATS), new junction boxes, automatic transfer switch termination box, feeders, conduit, support brackets, required coordination with shutdown, permitting fees, detailed sequence of work and phasing plan with minimal. Project has a completion end date of October 31, 2025.
