Site work and paving for a mixed-use development in Champaign, Illinois. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The project includes the following work locations: Location No. 1 - Alley Maintenance: Approximately 393 feet of alley reconstruction will be perfomed providing a PPC pavement on an aggregate subbase. Location No. 2 - Alley Maintenance: Approximately 336 feet of alley reconstruction will be performed providing a PCC pavement on an aggregate subbase. Location No. 3 - Sidewalk and Ramp Repairs: ADA accessible ramps will be placed at the southeast and southwest corners of the intersection of First Street with Kirby Avenue. Deteriorated sidewalk panels leading into the ramp locations will replaced in conjuction with these improvements. Additionally, new pedestrian push buttons will be installed. At the culvert under Southwood Drive east of Southwood Court, SN 010-6800, the guardrail will be removed and B-6.18 barrier curb & gutter will be constructed. Erosion will be addressed on both ends of the culvert and the undermined pavement on the south side will be repaired. Timber treads shall be removed and replaced at the pedestrian bridges SN 010-6013, SN 010- 6803, SN 010-6807, SN 010-6820, SN 010-6810, and SN 010-6790. Timber rub rails and toe rails shall be removed and replaces at the pedestrian bridges SN 010-6803 and SN 010-6807. The roads approaching the alleyway bridges SN 010-6420 and SN 010-6450 shall be permanently closed. The roadbeds shall be removed and signs and barriers shall be installed. The deteriorated concrete wearing surface shall be removed and replaced with hot-mix asphalt at the north approach of the south bound lane of Mattis Avenue at roadway bridge SN 010- 6202. The sidewalk adjacent to the bridge, SN 010-6208, will be replaced with a reinforced sidewalk slab that will rest on the abutment. Additional sidewalk panels shall be replaced at each end to provide an acceptable grade and cross slope. Broken curb and gutter at the southwest corner shall be removed and replaced. Settled sidewalks at the approaches to the pedestrian bridges adjacent to SN 010-6805 will be replaced to make the sidewalk ADA compliant. The pedestrian bridges adjacent to SN 010- 6805 are SN 010-6803 and SN 010-6807. The sidewalk adjacent to the bridge, SN 010-9902, will be replaced with a reinforced sidewalk slab that will rest on the abutment. Additional improvements will be made to the approaching sidewalk, near by crosswalk ramps, handrails, and curb and gutter. Location No. 5 - Sidewalk Gap: Sidewalk will be constructed on the west side of Russell Street from Armory Avenue to William Street. ADA compliant sidewalk ramps will be constructed at the northeast and northwest corners of Armory Avenue and Russell Street. Location No. 6 - Traffic Signal Upgrades: Emergency vehicle priority systems shall be installed at the intersections of Bradley Avenue & State Street, Kirby Avenue & Oak Street, Kirby Avenue & First Street, and Kirby Avenue & Fourth Street. New video detection systems shall be installed at the intersections of Prospect Avenue & Meijer Entrance, Windsor Road & Prospect Avenue, and Curtis Road & Mattis Avenue. The system at Curtis Road & Mattis avenue will be a Lidar based detection system. There are two sets of diversity goals in place for this project: (1) A utilization goal of 10% MBE (Minority Business Enterprise) and 5% WBE (Woman Business Enterprise). Utilization goals refer to the percentage of work performed by MBE or WBE subcontractors on the project. (2) A workforce participation goal of 20% MBE and 15% WBE. Workforce participation goals refer to the percentage of minority and female individuals employed on a project. Bidders will be required to show that they have met one or both of the above diversity goals or that they have made, or commit to making, good faith efforts to reach those goals. Sufficiency of good faith efforts may vary depending on the type of contract, the type of products and/or services to be provided, and the duration of the contract. Each bid shall be accompanied by an acceptable form of Bid Guaranty in an amount equal to at least TEN PERCENT (10%), as a guarantee that if the bid is accepted, the bidder will execute the contract and all other Contract Documents and file acceptable contract bond and proof of insurance within fourteen (14) days after the award of the contract and prior to commencement of work. The City of Champaign, Illinois, reserves the right to reject any or all bids or portions thereof and to waive any formality or technicality in any bids in the interest of the City. The criteria for selection of the lowest responsible bidder are set forth in Section 12.5-38 of the Champaign Municipal Code, 1985, as amended and the bid documents. To the extent required by law, the contractor shall comply with the Illinois Prevailing Wage Act, the Veteran's Preference Act, the Employment of Illinois Workers on Public Works Act, the City's Equal Opportunity in Purchasing Ordinance and the Illinois Human Rights Act. If federal funds are used to finance this project, the contractor shall comply with the Davis-Bacon Act.
