**As of June 2, 2025, the project was awarded to American Process Group, with an awarded amount of $2,794,878.97.** The City of Independence seeks proposals from firms to remove and landfill biosolids from the City's wastewater treatment facility. The City will begin the evaluation process immediately after the close of the proposal solicitation period. By no later than 4:00 p.m. local time on April 16, 2025 (i.e. 2 working hours after the proposal deadline), each proposer shall deliver to Gerald Fisher, P.E., Public Works Director, at the same address as the proposals were delivered, the "First Tier Subcontractor Disclosure Form" contained in the proposal documents. This form shall be submitted regardless of the proposed price for the work. Proposers who fail to submit the required disclosure form will be considered non-responsive, and their proposal will not be considered for award. The disclosure form shall either be submitted in the same envelope as the proposal or shall be submitted in a separate sealed envelope clearly marked "Disclosure Form for 2025 WWTP Lagoon 1 Biosolids Removal Project," showing the date and time of the disclosure submittal deadline, as well as the Proposer's name. All questions concerning the proposal or scope of work should be directed to Gerald Fisher, P.E., Public Works Director at 555 S. Main Street, Independence, Oregon 97351, (503) 838-1212. The work includes removing approximately 2,500 dry tons of Class B municipal biosolids from one, claylined, wastewater lagoon located at the Independence Wastewater Treatment Plant (490 Ash Street, Independence, OR 97351). The solids content of the sludge ranges from 2% to 4%. Upon removal, the biosolids shall be screened, dewatered, and hauled to an approved landfill for disposal. Payment will be by the bone-dry ton hauled as explained in the request for proposal documents. The City reserves the right to amend the RFP, extend the deadline for submittal, waive minor irregularities, informalities, or failures to conform to the RFP requirements; reject any proposal not in compliance with all proscribed public contracting procedures and requirements, including the requirement to demonstrate responsibility pursuant to ORS 279C.375(3)(b); and to reject for good cause and without liability therefore any and all proposals, and upon a finding that it is in the public interest to do so, cancel the RFP at any time prior to contract execution in accordance with ORS 279C.395 This contract is for a public works project subject to ORS 279C.800 to 279C.870 (state prevailing wages) and/or the Davis-Bacon Act (40USC 3141 to 3148) (federal prevailing wages) as applicable. Contract Terms, Conditions, Specifications, and the Request for Proposal Documents may be examined until closing at the City of Independence, Civic Center, 555 S. Main Street, Independence, OR 97351. The engineer's estimate is $2,000,000 to $2,500,000.
