Site work and new construction of a mixed-use development in Midland, Pennsylvania. Completed plans call for the construction of a educational facility; and for site work for a educational facility.

Question Deadline 03/25/2025 1. PA Cyber intends to redevelop a 34-acre brownfield site in Midland, PA to house the new PA Cyber Operations Center. Local Planning Department approvals are in place along with the NPDES Permit, issued in May 2024. Public utilities have been extended onto the property as part of a previous project. The new development of the overall Operations Center will consist of three phases with final completion scheduled for the third quarter of 2026. 2. Master planning of the site includes expansion space for the facility to grow along with future demands. The first phase is currently under contract for overall Site Development along with the construction of a new one-story, 78,000GSF Warehouse facility. 3. The second phase of work includes the construction of the new Technology Center, a 20,000 square foot facility that will house the Technology Department. Phase two is scheduled to bid in February 2025 with an anticipated completion of October 2026. Due to subsurface conditions as identified in the geotechnical report, an engineered ground improvement solution will be required to prepare the building pad for a standard foundation system. The structure will utilize metal building systems for the construction of the building shell. 4. The third and final phase will encompass the Finished Landscaping portion of the work. Site development when completed in Fall 2026 will transform the property into a riverfront campus setting. 5. The delivery method for this project will be design-bid-build, with the scope of work divided among six prime contracts: General Construction (Site Development, Ground Improvements, and Building Construction), Mechanical, Electrical, Plumbing, Fire Protection, and Technology. 1. New two-story, 20,000GSF, pre-engineered metal building consisting of a cantilevered roof, exterior balcony area, and interior fit-out for offices and large group meeting spaces. The Technology Center includes: lobby, offices, conference rooms, mail room, kitchenette/ staff lounge break room, storage, and facility support areas. A cantilevered balcony off the large meeting room on the second floor looks over the Ohio River to the south. Exterior improvements include: parking lot and curbs, sidewalk paving and paved plaza area on the south elevation. 2. Including compliance with current local and federal guidelines. 3. Obtaining all required permits. 4. Temporary fencing, protection, and traffic control measures. 5. Final closeout and cleanup.
