The scope of work is generally described but not limited to the project involving rehabilitating the existing 80,000-square-foot east parking lot by replacing its asphalt with concrete and grading reconfiguration to prevent flooding from stormwater. It includes sidewalk and handicap ramp improvements, a new trash enclosure, removal of an antenna, and provisions for EV parking and communication conduits. There shall be one Base Bid for the total work. Sealed bids will be accepted on the Owner's bid form until the above date. The Owner will post all addenda and notices related to this solicitation online Liquidated Damages: Work shall commence on or before the date stated in the Owner's notice to the Contractor to proceed and shall be completed by the Contractor in the time specified. If the work is not completed per the time specified, it is understood that the Owner will suffer damage. It is impractical and unfeasible to determine the amount of actual damage. It is agreed that the Contractor and the Contractor's surety shall be liable for and shall pay to the Owner as fixed and liquidated damages, not as a penalty. Bidders must be licensed by the State of California as required by the California Code of Regulations (Division 3, Chapter 9, Contractors Article 4). All bidders shall maintain such license(s) in full force and effect during the Term of the Agreement. Any subcontractors employed by each prime Contractor for any portion of the work will be appropriately licensed. b. Contractor's License Classifications (at least one of the following is required): A - General Engineering Contractor B - General Building Contractor C-12 - Earthwork and Paving Contractor c. No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations under Labor Code section 1725.5 [with limited exceptions for this requirement for bid purposes only under Labor Code section 1771.1(a)]. d. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations under Labor Code section 1725.5. e. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. f. Bid amounts shall be based on prevailing hourly rates for labor classifications to be utilized for the work under this contract.
