The City of Seattle is seeking qualifications for Fish Passage and Stream Restoration Design in the Boundary Tributaries. Purpose and Background Seattle City Light (City Light) owns and operates the Boundary Hydroelectric Project on the Pend-Oreille River in northeast Washington near the town of Metaline Falls. In March 2013, FERC issued a 42-year license to City Light. The License requires City Light to implement numerous stream habitat improvement measures in the tributary streams flowing into Boundary Reservoir as described in the Fish and Aquatic Management Plan (FAMP). A Tributary Management Plan (TMP) was developed as a guide for implementation of the FAMP tributary measures (2014). City Light has completed implementation of the first phase of the tributary enhancement measures, which were focused in Sullivan Creek, the large tributary stream. The second phase of TMP projects is focused on improving habitat conditions for native salmonids in the other Boundary tributary streams. These TMP phase 2 projects as revised in consultation with the Fish and Aquatics Workgroup were summarized in a Technical Addendum to the TMP in 2024 (Exhibit A). Through this RFP, City Light is seeking assistance with design, preparation of bid documents, and construction oversight for the following TMP phase 2 projects as described in Attachment A and shown in Figure 1. Six fish passage improvement projects to replace culverts that are full or partial barriers to native salmonids: Pocahantas Creek at the LeHigh Road crossing at RM 0.3 Styx Creek at Slate Creek Road crossing at RM 0.1 Slumber Creek at the Slate Creek Road crossing at RM 0.3 Sand Creek at the NF-146 Road crossing at RM 2.7 Flume Creek at the FS Road 6200350 crossing at RM 4.3 Lime Creek culvert on FS Road 3100315 at RM 1. Three stream restoration projects: Sand Creek wood placement (RM 4.1-4.6) Sweet Creek wood placement (RM 0.3-0.5) Sullivan Creek wood placement (RM 10.4-10.7)[1] City Light intends to bid the six fish passage improvement projects in one Public Works process in 2026 for implementation in 2026-2027. City Light intends to complete a separate Public Works contract for the three stream restoration projects in one package in 2027 for implementation in 2028. A construction manager to be contracted separately will be on site each construction season. The Boundary Fish and Aquatics Work Group, which is comprised of members representing the Kalispel Tribe, state and federal agencies, and environmental groups, oversees implementation and will review and comment on designs. [1] In consultation with the FAWG, the plan for the Sullivan Creek site may be modified, rescheduled for a later date or dropped from the Scope of Work due to concern from some members that this project may conflict with objectives to suppress Brook Trout in this reach. City Light has identified an estimated budget of Eight Hundred Thousand Dollars ($800,000.00) for the project, which includes the following tasks on the anticipated timeline. The method of Contractor Selection has not been Determined at this time.
