Renovation of a detention facility in Marquette, Michigan. Completed plans call for the renovation of a detention facility.
The Michigan Department of Corrections in partnership with the Department of Technology, Management and Budget are requesting Phase 100, 500, 600, and 700 Engineering / Architectural / Construction Administration Services to relocate the Sallyport Bubble, add protective covering for the existing open gate / bar cells within the level 5 portion of the facility and perform painting in all Housing Units on the level 5 side of Marquette Branch Prison. The design contract will be a single design contract under file number 472/25083.JBB but the PSCs shall plan for the cell covering and painting projects to be combined into one (1) bidding package under file 472/25083.JBB and the sallyport project will be bid as a separate bidding package under file number 472/25084.JBB. For MDOC / DTMB accounting purposes 472/25070.JBB shall be a subproject to 472/25083.JBB Project Scope: o 472/25084.JBB Sallyport Bubble Relocation - Phases 500, 600, 700 Existing Sallyport Bubble is within the secured perimeter inside the second gate of the Sallyport. The intention is to utilize the Mechanical Room on the Brooks Center to house the new Sallyport Bubble. This project will include constructing a Sallyport Bubble in the Brooks Center and ensuring it is operational prior to demoing the existing Sallyport Building. The sally port must always remain functional. This project will be bid and administered as an individual project under file number 472/25084.JBB. o 472/25083.JBB Cell Covering - Phases 100, 500, 600, 700 The MDOC has identified a need to cover the cells in all Housing Units with a protective covering to prevent garbage, debris, and fluids from exiting the cell while maintaining proper airflow, HVAC and allowing for communication, and food delivery. Housing units B, E, and G are the highest priorities, but the study will include all the housing units on the Level 5 side. Priorities include options of covering material, HVAC impacts, fire alarm integration in the newly covered cells, any electrical/lighting impacts by the newly covered cells. Staging options so the work can be performed in unoccupied units will also be a component of the phase 100 study Two Cell Covering options will be included in the Phase 100 study along with HVAC impacts, pros, cons and an estimated cost for each option. The selected option from the Phase 100 study will move to Phase 500. Completion of this Phase 100 study and moving to construction is the highest priority for this project. This scope will be combined with the Housing Unit Painting scope and designed and bid as combined project under File number 472/25083.JBB. o 472/25083.JBB (472/25070.JBB) Housing Unit Painting - Phases 500, 600, 700 Repainting the interior of all Housing Units on the level 5 side to include investigate existing paint and determine proper preparation, primer and paint to ensure a long lasting and durable product. Determining if the paint contains lead, developing safe removal methods and utilization of low VOC paint is needed to be utilized as the units may remain occupied during the project. This will be combined with the Cell Covering scope in a project under file number 472/25083. Please do not submit online questions via SIGMA VSS.
