Site work and renovation of a civil project in Roseville, California. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Scope- The City of Roseville is soliciting proposals for a spray applied liner of the 66-inch influent pipeline at the Dry Creek Wastewater Treatment Plant (DCWWTP) in conformance with the Contract Documents. Due to the critical nature and function of this section of the plant, the City is utilizing a competitive, best value process for the procurement of the Contractor for this project. The design is 100% complete. Contractor selection will be conducted utilizing this Request for Proposal (RFP), and a best value evaluation, followed by contract negotiations and the City's contract award process. Qualified individuals, firms, contractors, consultants or entities that meet the requirements set forth in this RFP, and are capable of providing the services requested, are encouraged to participate. The City reserves the right to reject any or all proposals and to waive any informalities or irregularities in any proposal or in the proposal process. This is a prevailing wage project. Accordingly, all prevailing wage and fair employment laws and regulations shall be adhered to. For prevailing wage contracts over $25,000.00, copies of certified payroll must be submitted with invoices. Direct all inquiries regarding this RFP, in writing to Jeremy Snyder by no later than April 2, 2025 at 3:00pm. City Responses to Written Questions 04/09/2025 Commencement of Services 05/21/2025 The Contractor shall furnish all labor, equipment, materials and services for the rehabilitation of the 66-inch diameter RCP pipeline. The Work shall include, but is not limited to, pipeline cleaning, any preparation work or conditioning needed prior to coating, and spray applied liner. There will also be a need for coordination with City staff, and the Design Engineer. Although the design is considered 100% complete, there are still opportunities for the Contractor to have collaborative input into the design, including: - Providing continued input to minimize risks. - Detecting and working with the Design Engineer to resolve constructability issues. - Resolving unforeseen site conditions or complications. - Providing continued value engineering and schedule efficiency input to the team. The Design Engineer will be responsible for the following: - Design of the Project components, unless otherwise stated in the Contract Documents. - Engineering support during construction. - Co-managing the project with the City. - Developing record drawings upon receipt of the Contractor's as-built drawings. - Construction verification. Liner inspection. - Vault non-destructive testing (NDT) inspection. The Contractor will be responsible for, but not limited to the items listed below. Refer to the Contract Documents and the example Contract for detail requirements: - Minimize impacts to the DCWWTP operations. - Maintain the project scope, schedule and budget. - Minimize change orders and amendments through strong communications, innovative ideas, quality control efforts and collaborative team efforts. - Coordinate with the City's Collections team. They will be responsible for temporary isolation of the plant influent flow from an upstream manhole and bypass pumping from that manhole to the bar screen headworks building. - Coordinate timing of construction activities and scheduling with plant Maintenance Staff as they will be replacing the 66-inch sluice gate that isolates the pipeline work from the junction box (Contractor's access point). - Coordinate timing of construction scheduling since wet weather will affect the influent flows and pumping capacity. Scheduling for the Work will need to comply with operation needs. - Clean and prepare the 66-inch pipe for the liner improvements. - Install the liner and verify quality is acceptable with the Design Engineer and the City's project manager/construction manager. - Develop submittals and procure all required and approved materials after submittal approval. - Develop and submit as-built drawings upon the completion of the project. The successful Proposer shall be required to execute a Payment Bond, Labor and Material Bond, and Warranty Bond issued by a corporate surety, acceptable to City. The Payment Bond and Labor and Material Bond shall be for not less than one hundred percent (100%) of the contract cost; and the Warranty Bond shall be not less than ten percent (10%) of the contract cost and for a period of one (1) year after completion of the work. Pursuant to California Code of Civil Procedures Section 995.311, the City will verify all bonds for this project are issued and executed by a California admitted surety. The Contractor shall be allowed to substitute securities for any monies withheld to ensure performance under this contract pursuant to Section 22300 of the California Public Contract Code. QA Bypass pumping and 24/7 monitoring for the duration of the project will be performed by the City. The City will also contract with Here Rentals to support this requirement. It will not be on the coating contractor. Gate was pre-purchased by the City and will be installed internally by the City. Gate was already purchased and received. The City will provide an area to lay out debris cleaned out from the pipe, to dry. The City will take care of debris once dried. Yes. As soon as the bypass is in place and validated, the contractor will be able to start the cleaning and preparation process. The plan will be to have both ends of the pipe open for ventilation/clean air supply. Only the junction box structure will be the access point with rescue equipment (gantry and personnel retrieval device) located there Depends on the SDS and PPE requirements of the spray applied liner material. With exhaust fans on one end of the pipe and fresh air supply fans on the other, air monitoring equipment, and the workers constantly connected to the retrieval device, and an attendant constantly monitoring, there is no need for an independent rescue team, depending on the chemical make up of the liner. Scheduled working hours are Monday - Friday, 7:00am - 4:00pm. There is a possibility of weekend work, but this request needs to go through City PM for approval. There is a neighbor in close proximity so the chances of starting earlier are slim. Yes. There is a parking area just north of the work area that may be used for equipment storage. It is inside the fence line of the plant, however, the City will not be liable for this equipment.
