The City of Upper Arlington is seeking a vendor to provide a Five Point Intersection Improvement Study and Design. The Five Points intersection is the largest intersection in the City, with Fishinger Road, Tremont Road, and Northwest Boulevard meeting at this location. The intersection experiences high levels of delay due to its configuration along with a substantial accident history. An analysis was performed in 2016 that recommended a roundabout to replace the signalized intersection. The analysis and cost estimate were updated in 2024 to provide data for a grant opportunity, which was unsuccessful. These documents are included with this RFP for reference. The purpose of this project is to perform traffic analysis to determine alternatives for intersection improvement and design of the selected improvement. These improvements may include, but are not limited to, signal enhancements, roundabout, or roadway realignment. Scope of Services Project Schedule: The Consultant shall prepare and maintain a project schedule that includes periods for alternative development and selection, final design, reviews, and approvals through the City of Upper Arlington. The Consultant should assume a three-stage plan development and review of the chosen alternative. The services include the study and preparation of construction plans, public involvement, and contract/bid documents for the Five Points Intersection. The project will include the following: Detailed traffic analysis to determine intersection design alternatives Public Involvement to obtain input on alternatives Detailed design of the selected alternative Assistance in identifying and applying for external funding The City of Upper Arlington encourages all businesses, including minority and women-owned businesses to respond.
