The City of Upper Arlington is seeking firms to provide Design Professional Services for this project as identified in this Request for Qualifications (RFQ). This project requires provision of complete Design Professional Services necessary for the design, construction and contract administration for the Northam Park East Athletic Field Renovations. The City of Upper Arlington encourages all businesses, including minority and women-owned businesses to respond. The 2018 Parks & Recreation Comprehensive Plan was developed to serve as a guiding document for future decision-making on how to get the most value from the City's limited parkland and the facilities within them, while fulfilling the recreational wants and needs of residents. The plan made several recommendations for potential improvements at Northam Park that were not included in past-year renovations and upgrades that had included the new Tremont Pool, the playground, Centennial Plaza and parking lot improvements. In response to these recommendations, in 2020 the Parks & Recreation Department initiated a project for the schematic design of infrastructure improvements to the athletic fields and tennis court complex resulting in a multi phased Vision Plan for the park. Given the well-established nature of Northam Park and existing uses, the intent of this project was not to redesign or reprogram the park but to study and develop a long-term plan for enhancements to those existing athletic and civic facilities already contained within the park that are in need of renovation or replacement. As a follow up to the schematic design study, the Department also developed an overall grading and drainage plan for the park. The 2020 Vision Plan and the Master Grading and Drainage Plan are included as exhibits to this RFP. This project represents the final phase of improvements to Northam Park and will renovate the east athletic fields to be consistent with the recently renovated west athletic fields including regrading, underdrains and irrigation. The project will completely replace the existing ball diamonds and relocate them as shown in the 2020 Vision Plan. The method of Contractor Selection has not been Determined at this time.
