Huntsville Utilities ("HU") is seeking proposals from highly qualified solar developers ("Developer") interested in providing advisory services supporting the preliminary design and due diligence of one or more utility-scale solar projects located within or nearby Huntsville Utilities service area. The initial site is located near the town of Triana, north of the Tennessee River in Madison County. This RFP will be used to prequalify developers for the initial project and potentially other solar projects interconnecting to HU's system. HU reserves the right to select multiple Developers, if the opportunity presents itself, and to reject any and all submissions if they are deemed not qualified. After prequalification and selection of a Developer, the Developer and HU will work together on initial due diligence for the project. After this phase is completed, HU will make an informed business decision as to whether they should move forward with a development agreement for the design and construction of the solar project in partnership with the Developer. HU anticipates executing a purchase power agreement (PPA) between the Developer and HU via TVA's flexibility program if the project is determined to be beneficial to HU and its customers. Other off takers may be required, should the project move to development, depending on the size of the solar development and TVA flexibility limits. HU is soliciting qualification from competent, experienced, innovative and highly qualified Developers to provide HU with advisory services on a future solar development in and around Madison County. The initial services for the project include (but are not limited to): preliminary site layout preliminary engineering studies modeling 8760 solar production development cost estimation and assumptions federal government incentives environmental analysis requirements permitting requirements transmission interconnection review TVA coordination All questions pertaining to this RFP must be made via email to Melanie.McClure@hsvutil.org.
