Site work for a water / sewer project in Milwaukee, Wisconsin. Completed plans call for site work for a water / sewer project.

As of March 18, 2025 thi project was awarded to Five Star Energy Services, LLC in the amount of 1,580,428.25. 200 LEAD SERVICE LINEREPLACEMENTS, by qualifiedCity of Milwaukee licensed andbonded contractors. Qualifiedbidders shall have the necessary equipment and experience toreplace lead service lines usingtrenchless methods including,but not limited to, the following(Pulling, Hole Hogging, Boring,and Directional Drilling). Serviceline replacements will be at scattered locations throughout theCity of Milwaukee. Each locationwill require either the full replacement of the water service linefrom the municipal water main upto the interior water meter setting,or, at locations where a portionof the service line was previouslyreplaced with copper, the replacement of the remaining lead portionof the service line. When the existing water meter setting is not codecompliant, work will also include anew meter setting.Work may include, but is notlimited to, the procurement of allnecessary permits, a site visitprior to work beginning, scheduling the installation with the property owner, the procurement anddistribution of water filter pitchers,traffic control, erosion control, sawcutting, excavation, installation ofa new copper service line utilizing trenchless technology (MWWapproval is required for open cutinstallation), tapping of the watermain, abandonment of the leadservice line, installation of anupdated water meter setting upto and including the outlet valve,reconnection to the interior buildingpiping, code-compliant restorationof the electrical ground wire, backfilling of the excavation(s), restoration of pavement, curb and gutter,and walk, and final cleanup of thework site. Temporary and permanent restoration requirements willbe at the discretion of MWW. Thecontractor will be requested toprovide a second crew under thiscontract if the required emergencyreplacements exceed the capacity of one crew. Locations will beat various sites throughout theCity of Milwaukee. All work shallbe in compliance with the City ofMilwaukee Rules and RegulationsGoverning Water Service, the Cityof Milwaukee Water Service Piping Specifications, and the City ofMilwaukee Special Provisions forLead Service Line Replacement.Prices from all bidders will be kepton file. If the successful bidder failsto fulfill the contract requirements,an agreement with a secondarycontractor may be pursued for workat specific emergency locations.Time for Completion: The contractor shall begin scheduling workimmediately following contract execution. Lead service line replacement construction shall begin onApril 21, 2025, unless otherwiseapproved by Milwaukee WaterWorks. The contractor must complete a minimum of two (2) leadservice line replacements eachworking day. All work, includingsite restoration, must be completedby September 26, 2025.Contractor may work standardhours as defined in the contractdocuments. Contractor may becharged inspection charges forexceeding standard working hourswithout prior City approval.The Contractor shall ensure thatwork on the contract is performedcontinuously and without interruptions until all work is completed.Contractor must have a lead service line replacement crew activelyworking on the contract each working day until reaching the contractcompletion date unless otherwisedirected by the City or the Construction Engineer, or in casesof inclement weather, recognizedholidays, or other circumstancesexplicitly approved by the Construction Engineer.Failure to maintain continuouswork as required will result in theassessment of a per diem chargefor every calendar day the Contractor does not perform work onthe project, unless such delay isauthorized under the conditionsstated above. The Contractor isresponsible for coordinating sufficient labor and equipment tomeet the required production ratesand ensure compliance with thisrequirement.Contractors holding multipleLead Service Line Replacementcontracts with the City shall beresponsible for providing sufficientlabor and equipment to meet therequired production rates of eachcontract and to work simultaneously on all contracts.The contractor will be requiredto mobilize to the designated location within 48 hours of notification and substantially completethe replacement within three Citybusiness days of notification. Substantial completion is consideredrestoration of water service to theproperty with a copper water service and backfilling all excavations.A maximum of one project working day is allowed for substantialcompletion at each site. Permanentrestoration of pavement, curb andgutter, and walk must be completedwithin one week (five businessdays, weather permitting) of substantial completion. MWW reservesthe right to require site restorationimmediately following the serviceinstallation if deemed necessaryfor traffic, safety, or public welfare.MWW reserves the right to assessdaily contract per diem chargeson projects which exceed five (5)business days for site restoration.If a secondary contractor is utilizedto perform work at a project site,MWW reserves the right to assessthe cost difference in addition tothe per diem.Contract Award: The contractshall be awarded to the lowestresponsible bidder whose bid complies with the bid specifications.The Commissioner reserves theright to make an award or awardsto one or more additional bidder(s)if in his judgement such award(s)will serve the best interests of theDepartment in terms of cost andefficiency in completing the necessary work. If any such additionalaward(s) are made, service linereplacement locations will be distributed on an equivalent basis toeach contractor.Liquidated Damages, per diem:$700.00 The residency requirement forthis project is 40% of all hoursworked on the project. One quarterof these hours must be attributableto residents living in the followingzip codes: 53204, 53205, 53206,53208, 53210, 53215, and 53233.The SBE requirement for thisproject is 25% of the contractbase bid. The SBE CompliancePlan (Form A) must be submitted with the bid and is an element of bid responsiveness.SBE certificates must be submitted with Form A. IncompleteSBE Compliance Plans (Form A)or inaccurate SBE CompliancePlans will not be accepted andwill render the bid unresponsive.For a complete listing of City ofMilwaukee certified SBE firms, seethe Office of Equity and Inclusion's(OEI) website. If thereare any questions regarding SBEfirms, please contact the OEI officeat 414-286-5553.State of Wisconsin Disadvantaged Business Enterprise (DBE)Program contractors, includingMBE's and WBE's, are encouragedto submit bid proposals.The apprenticeship requirementsfor this project are: 1 Construction Craft Laborer, 1 OperatingEngineer, and 1 Plumber. If thiscontract is awarded at $500,000or higher, 25% of all apprenticelabor hours must be worked byapprentices certified for participation in the Residents PreferenceProgram and 40% of all apprenticelabor hours must be attributed toapprentices living in the followingzip codes: 53204, 53205, 53206,53208, 53210, 53215, and 53233The contractor shall specifically note the SBE, residency, andapprenticeship forms for this project. If the forms are not filled outproperly, it will be cause for rejection of the bid.Bid Security Required: Bond,Certified Check, Cashier's Checkor Cash to accompany bid: 10%of the Contractor's Base Bid. Forthose bids being submitted through online portal and using a manualBond, the contractor may send asigned/executed copy of the bidbond to the Department of PublicWorks Contract Office by emailingDPWbids@milwaukee.gov. THEEMAILED COPY OF THE BONDMUST BE RECEIVED BY NOLATER THAN 10:30 A.M. ON THESAME DATE THAT THE BIDSARE DUE FOR THAT SPECIFICOFFICIAL NOTICE, or the bid willbe considered non-responsive.The original bid bond documentmust then be submitted by the contractor to the Department of PublicWorks Contract Office in-person orby mail to 841 N Broadway, Rm.506, Milwaukee, WI 53202, within24 hours upon being notified thatthey are the apparent low bidder. Any required addenda or responserelated to listed projects will beposted on both the DPW and BidExpress websites. Call 414-286-3314 to have your company's nameand contact information added tothe plan holder's list.PAY M E N T M O N I T O R I N GREQUIREMENTS: All Contractors awarded a contract valued at$25,000.00 or more are required toparticipate in training on the Cityof Milwaukee's B2GNow contractcompliance software within 30days of the contract award date.Throughout the contract term, Contractors are required to regularlyprovide timely subcontractor payment information in the City's contract compliance software. The Prime Contractor awarded this project isrequired to participate in trainingon the City of Milwaukee's LaborCompliance Reporting (LCR) Software after the date of contractaward. This contract is subjectto the Davis Bacon ComplianceProvisions. The contractor shallsubmit weekly payroll certification,utilizing the Payroll form includedin the contract documents or equivalent.AMERICAN IRON AND STEEL(AIS): All iron and steel productsprovided by the contractor shall beproduced in the United States andcomply with the American Iron andSteel Requirement (AIS).BUILD AMERICA, BUY AMERICA (BABA): The City of Milwaukee has applied for funding for allprojects in this contract throughthe Safe Drinking Water Loan Program (SDWLP) administered by theWisconsin Department of NaturalResources. This contract is subject to Build America, Buy America(BABA) provisions. All iron andsteel, manufactured products, andconstructions materials, including Copper Pipe, used in projectsmust be or have been produced ina manner that complies with BuildAmerica, Buy America (BABA)unless a waiver of requirements isapproved prior to commencementof any construction activities.
