The project and a general scope of the services to be provided are as follows: City Project #8959 - Preliminary Engineering for S 48 thSt and S 42 nd St: Conduct preliminary engineering services for S 48 th St from 32 nd Ave S to 62 nd Ave S, S 42 nd St from 40 th Ave S to 62 nd Ave S, and surrounding area. The City intends to execute one cost plus fixed fee contract. The project area consists of the area bound by 32 nd Ave S, 62 nd Ave S, I-29 and the railroad tracks located west of I-29. The proposed scope of work includes preparation of a Preliminary Engineering Report for utilities, pavement, and drainage ditch along the proposed corridors of S 48 th St from 32 nd Ave S to 62 nd Ave S, and S 42 nd St from 40 th Ave S to 62 nd Ave S in Grand Forks, ND. These roadways are intended to support the development of a planned interchange at 47 th Ave S. The Preliminary Engineering Report is anticipated to include the following: o Project Description, Purpose, and Need o Project Corridor Layouts and Typical Sections o Master Plan Level Utility Layout and Sizing o Identification of Existing Utility Location and Potential Conflicts o Determination of Right of Way Impacts o Cost Estimates o Public Input (Including Solicitation of Views) o Traffic Operations Analysis o Geotechnical Review o Environmental Review o Endangered Species Act Analysis o Wetland Impact Analysis o Section 4(f) and 6(f) Review o Environmental Justice Analysis o Noise Analysis o ROW Services o Plats o Negotiations o Appraisals o All activities required to be compliant with Title III of the Uniform Relocation Assistance & Real Property Acquisition Policy Act of 1970. It is preferred that key personnel performing right of way work are certified through a professional ROW service - IRWA or similar - or have a real estate license. At a minimum the consultant should indicate in their staffing plan not only who will perform the ROW tasks, but who is responsible for the Quality Control of all ROW work.
