***The request of bid packages and the eligibility to submit bids for this project is limited to MassDOT Prequalified contractors.*** All proposals must be submitted in a sealed envelope bearing the Bid number, Bid title, Date and Time of bid opening and the Bidders name and address.3 MassDOT prequalification of contractors with the class of work as Pavement - Surfacing for the project with an estimated value of $1,811,282.50 will be required. Every general bid and every sub-bid shall be accompanied by a proposal guaranty in the form of a Bid Bond, or a certified check on, or a treasurer's or cashiers check issued by, a responsible bank or trust company having offices in the Commonwealth of Massachusetts. The proposal guaranty for general bids and sub-bids shall be in the amount of five percent (5%) of the amount of the bid. Checks and bid bonds shall be made payable to the City of Chicopee, Massachusetts. A performance and Payment Bond in the full amount of the Contract will be required of the successful bidder All bidders shall comply with the City of Chicopee Supplemental Equal Employment Opportunity, Anti-Discrimination Action Program. No Proposal may be withdrawn within sixty (60) days, Saturdays, Sundays, and legal holidays excluded, after the actual date of the opening for bids. The Awarding Authority reserves the right to waive any informality in or to reject any or all Proposals or to accept any Proposal which in their opinion, is in the best interest of the City of Chicopee, Massachusetts, whether or not such Proposal is the lowest bid.
