Site work and paving for a civil project in Madison, New Hampshire. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

The State of New Hampshire, Fish & Game Department (NHFG) is seeking bids from Professional Licensed Engineers for an Engineering Study, Design Services, and Construction Bid Document Preparation, including all necessary permitting for the partial removal and new replacement of an existing stream crossing structure to prevent future flooding of the roadway. The project will also include upgrades to the roadway as it passes through a prime wetland. The other issue with the road as it exists is the poor drainage. There is currently only one drainage structure on the approximately 1500' of road that crosses the wetland. The drainage structure that exists currently is assumed to be a 48" cmp culvert in very poor repair that is regularly plugged by beaver debris. The exact condition and size of the culvert has been difficult to ascertain as the water has never been low enough to fully assess. Based on what could be assessed, it's assumed that sections are buckled and badly rusted. Vendor Inquiry Period Ends Apr 1 5:00 PM Final Agency Responses to Inquiries Apr 8 2:00 PM. All inquiries concerning this RFP, including but not limited to, requests for clarifications, questions, any changes to the RFP, and any exceptions to the contract terms in Appendix A, including the Form P-37, shall be submitted via email to Kyle.m.bilodeau@wildlife.nh.gov Proposals must be valid for one hundred and eighty (180) days following the deadline for submission of Proposals in Schedule of Events, or until the Effective Date of any resulting Contract, whichever is later. Scope of Work: a) All work performed under this contract must conform to the New Hampshire Board of Licensure, Code of Administrative Rules for Professional Engineers at https://www.oplc.nh.gov/board-professional-engineers-laws-and-rules . b) Perform an Engineering Study of the project area, to include a hydrological analysis of the adjacent watershed. c) Provide wetlands delineation of the project area to include any jurisdictional wetlands and stream top of bank. This work must be completed by a licensed professional, and done according to methods outlined by the NH DES Wetlands Bureau and the Army Corps of Engineers Wetland Delineation Manual (1987). d) Provide the necessary surveying and mapping to locate existing site conditions, topography and delineated wetlands. All coordinate values and all drawings shall be provided in dwg electronic format. This data will be used to develop a complete plan set, including existing conditions plan. e) Prepare a complete design with a description of current conditions, a full set of design plans in pdf format with technical specifications, construction sequencing and details (electronic and hardcopy) for all work proposed on site, and estimated costs to implement. This work includes removal of the existing drainage structure and installation of a new drainage system as designed to accommodate flow rate for a minimum of a 100-year storm event and aquatic passage necessary for the area. It should also include any road work to be completed to mitigate future flooding in project area. The planned roadway and structures should be designed to safely accommodate loaded tractor trailers and log trucks potentially weighing 125,000+/- lbs. f) Provide DES wetlands permitting for all proposed work included in design plans.
