As of April 09, 2025, this project was awarded to Manattas, Eastern Iowa Asphalt, awarded amount is $596,511,42. This project spans four residential city roads (which are a block or two long), and includes South 15th Street, Woodlawn Avenue, Bobetta Court and 25th Avenue North. The project includes removal of existing PCC driveways (194.9 SY), replacement of driveways (239 SY), roadway excavation (2512.9 CY), topsoil (241 CY) and hydraulic seeding (0.3 AC). Doc Note - Complete project bidding documents are available at the City of Clinton Engineering Department at City Hall, with a deposit of Two Hundred Fifty Dollars ($250.00) per set. This deposit shall be refunded upon return of the contract documents within fourteen (14) calendar days after award of the project. If the contract documents are not returned in a timely manner and in a reusable condition, the deposit shall be forfeited. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Clinton, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. A bid bond in the amount of five percent (5%) of the bid amount as security that the bidder whose proposal is accepted will enter into a contract for the above, and will provide the required bonds, with sureties to be approved by the City Council, which respective sum will be retained by the said City as agreed liquidated damages in case the successful bidder fails to enter into a contract within ten (10) calendar days after award of the contract and post bond satisfactory to the City insuring the faithful fulfillment of the contract and maintenance. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible surety approved by the City of Clinton and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Clinton from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two (2) years from and after acceptance of the Contract. The above work shall be commenced as soon as possible after the contract and bond have been approved by the City Attorney and have been signed by the Mayor and City Clerk. The notice to proceed for this project shall be issued on or before May 14, 2025. The late start date shall be July 1, 2025. There will be 75 working days for substantial completion of the project. The contractor will have 30 calendar days after certified substantial for final completion which includes seeding and punch list items. The City of Clinton reserves the right to defer acceptance of any bid for a period of thirty (30) calendar days after receipt of bids and no bid may be withdrawn during this period.
