The state of North Dakota, acting through its Department of Transportation (NDDOT or STATE) in coordination with the North Dakota Information Technology Department (ITD) is requesting the services of a qualified consulting firm to develop a comprehensive Traffic Monitoring Strategic Plan (TMSP) to guide modernization of all aspects of NDDOT's traffic data collection program. STATE intends to execute deliverable based cost contract requiring progress payments with the chosen firm. If any additional work is required in alignment with this outlined scope of work, a change order or contract amendment will be utilized. In short, this data is foundational to nearly every engineering, planning, and investment decision and process in NDDOT. Contract executed approximately May - June 2025 Contract start approximately June - July 2025 The following activities are required for developing the Traffic Monitoring Strategic Plan: A. Evaluation Of Existing Traffic Monitoring Program B. Overview Of Industry (Government and Private Sector) C. Customer Engagement: Internal and External Stakeholder Involvement D. Draft Strategic Plan E. Draft Implementation Plan F. Management Presentation G. Finalize Strategic Plan a. Pre-Final Strategic Plan b. Final Strategic Plan Document Offeror may include value-added services and optional implementation services, as described in Section 4.3, below. If STATE chooses to accept such additional services offered by the Contractor, those will become part of the scope of work. The Traffic Monitoring Strategic Plan project must be completed within 18 months of an approved/signed contract. The STATE reserves the right to reject any proposals, in whole or in part. Proposals received from suspended or debarred bidders will be rejected. Proposals determined to be nonresponsive to the requirements of the RFP will be rejected. The STATE reserves the right to reject the proposal of an offeror determined to be not responsible. The STATE reserves the right to refrain from making an award if determined to be in its best interest. The method of Contractor Selection has not been Determined at this time.
