The City of Spokane, through its Integrated Capital Management Department is initiating this Request for Qualifications (RFQU) to solicit Proposals from Firms interested in providing Wastewater Facility Planning Services for Riverside Park Water Reclamation Facility. It is the responsibility of Proposers to check for Addenda or other additional information that may be posted regarding this Request. Proposals must be submitted electronically through the City of Spokane's submittal to be responsive and accepted. PRE-PROPOSAL CONFERENCE: None. The method of Contractor Selection has not been Determined at this time Question Deadline 03/17/2025 at 1:00 PM PT - (All communication between the Proposer and the City of Spokane (hereinafter "City") shall be with the Request for Qualifications Coordinator and submitted through the 'Clarifications' tab in the City's online procurement system portal: online. Any communication directed to other parties is prohibited. The Proposer must have ten (10) years of experience in wastewater facility planning in accordance with chapter 173-240 of Washington State's Administrative Code (WAC). The Firm must be licensed to do business in the State of Washington to enter into a contract. Any contract resulting from this RFQu will be three (3) years. Contract is renewable for two (2) additional one (1) year periods upon mutual agreement. Terms and Conditions applicable to this RFQU are included herein by reference and attached to this RFQu as Attachment 1. This RFQu does not obligate the City to award a contract. Any contract awarded as a result of this procurement is contingent upon the availability of funding. he City reserves the option of awarding this contract in any manner most advantageous for the City and without further discussion of submitted Proposal. Failure to comply with any part of the RFQu may result in rejection of Proposal as non-responsive. The City encourages participation in all of its contracts by Firms certified by the Washington State Office of Minority and Women's Business Enterprises (OMWBE). Proposers may contact OMWBE at (360)753- 9693 to obtain information on certified Firms. Evaluation, Negotiation, and Award April - May, 2025 Begin contract work - 6/1/2025. The City of Spokane is poised with a unique opportunity to be innovative and transformative while thinking about the future of wastewater services provided within the region. The City currently owns and operates an extensive sewer system, including a collections system with 871 miles of combined and sanitary sewer lines, 29 lift stations, and the tertiary treatment wastewater facility Riverside Park Water Reclamation Facility (RPWRF). RPWRF, regulated under the National Pollutant Discharge Elimination System (NPDES) Waste Discharge Permit No. WA0024473 administered by the Department of Ecology (Ecology), treats an average of 29.2 MGD wastewater daily and discharges to the Spokane River, providing clean water for downstream users. Like other communities, the City is facing many uncertainties and challenges related to providing wastewater services, including increasingly stringent regulatory requirements, increased operational and maintenance needs, fast paced growth and capacity limitations, additional coordination needs with wholesale dischargers and regional authorities, customer service expectations, and fiscal constraints. The RPWRF facility is also a significantly space constrained, so future on-site buildout opportunities are limited. The City is looking for a Firm to guide us in the next era of facility planning for the City's wastewater services. The Plan is intended to consider both a 20-year planning horizon consistent with the City's Comprehensive Plan priorities, as well as a long-term visioning horizon of 50 years. The final Facility Plan developed as a result of this RFQu must meet the statutory requirements for local governments in planning for Capital Facilities per WAC 365-196-415 and RCW 36.70A.070. A general description of anticipated scope of services is provided below. However, the City expects the selected Proposer to negotiate a final scope of services upon selection. The City may expand the scope of the contract for additional project-related work if it is determined to be in the best interest of the City. The City may also perform a new solicitation for additional scope at a later date. The scope of services for this RFQu is anticipated to include the following tasks. The actual scope of services will be finalized during contract negotiations with the selected Proposer. It is anticipated that Tasks 1 and 2 will be scoped as part of the first project Task Order; subsequent tasks will be scoped individually as future Task Orders. The City reserves the right to revise the above schedule. The City also reserves the right, at its sole discretion, to waive minor irregularities, reject any and all Proposals received without penalty and to not issue a contract from this RFQu. More than one contract may be awarded. Contract negotiations may incorporate some or all of the Proposal.
