The existing Keller Beach sanitary sewer interceptor pipeline, which serves the Point Richmond community, is in the tidal zone of San Francisco Bay between the Keller Beach pump station and the Chevron wharf. The City will be evaluating the 63-year-old pipeline which is in poor condition and needs to be repaired or replaced. The feasibility study must consider regulatory constraints associated with working within the San Francisco Bay. This includes compliance with environmental permitting requirements from agencies such as the San Francisco Bay Regional Water Quality Control Board (RWQCB), San Francisco Bay Conservation and Development Commission (BCDC), and U.S. Army Corps of Engineers. The study should assess the feasibility of obtaining necessary permits for any alternative that involves work within the Bay, including full replacement of the existing sewer line in its current location.
