Isle of Wight County is soliciting for bids from qualified vendors for Roof & HVAC Replacement at the Paul D. Camp Community College, Smithfield Campus. ROOF REPLACEMENT: Remove, dispose of and replace the existing roof system down to the roof deck. Provide a new white fully adhered EPDM roof membrane over tapered roof insulation and coverboard. Provide new sheet metal flashing, gutters and downspouts, internal roof drains, and associated wood blocking. The work will also include removing and disposing of the existing rooftop HVAC equipment and providing new equipment as described below. Contractor shall provide all labor, superintendence, tools, equipment, testing, project safety, and other ancillary items necessary as identified to complete the improvements shown on Construction Plans prepared by REI Engineers, dated March 6, 2025 and by Hickman-Ambrose, dated March 6, 2025. Contractor shall obtain all required permits. Contractor shall provide a warranty on all work for a period of one (1) year after final completion. PROJECT SCHEDULE The County requires all work to be completed 90 days from notice to proceed. Questions concerning this project must be submitted through the Procurement Portal and must be received no later than 10:00 am, Friday, March 28, 2025. Withdrawal of Bids Bidder has the right to request withdrawal of their bids from consideration due to error by giving notice not later than two business days after the bids are publicly opened. Work papers showing evidence of error(s) may be required. Bids may be withdrawn any time prior to the bid opening, through the Procurement Portal. Award Award will be made to the lowest responsive and responsible bidder based upon the bid criteria as set forth in the bid form. The quality of the goods and/or services to be supplied, their conformity with the specifications, their suitability to the requirements, the delivery, qualifications and references will be taken into consideration in making the award. The County reserves the right to refuse all bids. The right is reserved to accept or reject any or all bids in whole or in part and to waive any informalities in the IFB, and to enter into any contract deemed to be in the best interest of the County.
