Certified/Cashier's check or acceptable bidder's bonds, payment without recourse to Owner in an amount of not less than five percent (5%) of total bid submitted must accompany bid. The amount of said cashier's check or bond will be forfeited to the Owner and the bank or surety shall be liable to the Owner for the amount in the event the successful bidder fails or refuses to enter into a contract or furnish bonds as hereafter required within fifteen (15) days after the date of notice of award. Owner reserves the right to reject any or all bids and to waive any informalities and technicalities. Highpointe Ranch is a part of High Pointe Ranch Municipal Utility District No. 1 and is located North of FM 428 and East of US 377 b. Project is for Utilities for Highpointe Ranch East Phase 1
